12 week summer Youth Employment Program (YEP). Councilman, Michael <br />Glickert, provided details of the concerns raised in the administration of this <br />program last summer: 1) Constitutional issues where the employment is limited to <br />public high school students; 2) jobs that were duplication of current employee <br />positions; and 3) students who were not residents of University City. <br />Mr. Pichon noted that Mr. Walker’s memorandum addresses all of these <br />issues. Ms. Watson said that the applicants for the program will provide resumes <br />and each department of the City will mentor 1 or 2 of the employees. Mr. Greiman <br />stated that he would like to see some objective criteria to assure that the selection is <br />not arbitrary. Mr. Walker agreed that HR would draft selection criteria. A motion <br />to exempt from the Civil Service Rules students that are hired through YEP, <br />subject to submission of selection criteria, was carried unanimously. <br />B. Request for New Position Classifications. <br />Mr. Walker noted that he was not asking the Board to vote on the proposed <br />new classifications tonight and there is a meeting scheduled for May 5 to vote on <br />the proposed classifications. <br />1. Parking Controller. <br />Ms. Watson reported that the City currently has 2 part-time employees who <br />issue parking tickets, but there is a lot of turnover due to the part-time nature of the <br />job. The police recommend one full-time and one half time parking controller, <br />instead of 2 part-time positions. <br />2. Information Technology Manager. <br />Ms. Weber noted that we have already had a thorough discussion of this <br />position, so, she moved to approve. Mr. Pichon asked if there were any grievances <br />filed by employees who were dismissed. Mr. Walker replied that there were no <br />grievances related to this position.
