Request to Revise Civil Service Rules <br />The Personnel Director and City Manager are requesting the Civil Service Board <br />consider two changes to the Civil Service Rules. The first is regarding limits on the <br />appointment rate (salary) upon hiring, and the second is related to the City’s Youth <br />Employment Program. <br />Rule IV.5.A Appointment Rate <br />Most positions have six steps in the pay range (A-F). The current rule regarding <br />appointment rate provides for the City Manager to only appoint employees up to the <br />third step (Step C) of the salary range as highlighted below. The City Manager has <br />requested that this limitation be removed from the Civil Service Rules to allow more <br />flexibility in the appointment rate depending on the qualifications of candidates, or the <br />particular need for an experienced employee. <br />The minimum rate of pay for a class shall normally be paid upon appointment to the <br />class. If the appointing authority submits a written request outlining reasons for such <br />action, which are approved by the City Manager, but in no case, shall it be above the <br />third step of the salary range assigned to the class. Justification for approval will be <br />limited to recognition of exceptional qualifications of an eligible or lack of available <br />eligibles at the minimum rate. If a former employee is re-employed in a class in which <br />previously employed, the appointing authority may appoint said employee at the <br />same step in the salary range in which the employee had been placed at termination <br />of service. <br />The suggested language to replace the highlighted sentence would be: <br /> If the appointing authority submits a written request outlining reasons for such action, <br /> the City Manager may use his or her discretion in appointing at a higher step in the <br /> salary range. <br />Rule VI.4 Rating Training and Experience <br />The City is establishing a Youth Employment Program for the summer of 2011. This <br />program will employ approximately ten youth who are University City residents. <br />Please find a draft program description attached. <br />A pilot program was held in the spring of 2010 and at that time there were some <br />complaints regarding whether the hiring procedures for the program followed the Civil <br />Service Rules since the program was not open to all applicants. It is the <br />understanding of City staff that this topic may have been discussed at prior board <br />meetings. <br />After reviewing the proposed program and the Civil Service Rules, City staff are <br />requesting that this program be exempted from the Civil Service Rule related to rating <br /> <br />
