training and experience since the proposed participants in the program are a targeted <br />population of University City residents who are between the ages of 16 and 19 and <br />may have little training or experience, as gaining these qualities are a part of the <br />purpose of the program. The requirements and selection criteria of the program do <br />not appear to fall within the description of rating candidates as described in Rule VI.4 <br />of the Civil Service Rules below. <br />Where a rating of experience and training forms a part of the examination, the Human <br />Resources Director shall develop such procedures for the evaluation of these factors <br />as will serve to assist in the selection of the best-qualified candidates. These <br />procedures shall give due regard to the quality, recency, and amount of experience <br />and to the relevancy and amount of training. The Human Resources Director may <br />verify statements concerning candidates’ character and fitness. If, after a list is <br />established, information that materially affects the rating of the experience and <br />training, character, or fitness of the applicant, is discovered, the Human Resources <br />Director shall make a new rating of the applicant’s examination and make the <br />necessary adjustments in the lists. The Human Resources Director shall promptly <br />notify the applicant of any change made in standing and the reasons therefore. <br />Staff proposes to revise the Civil Service Rules to allow for the Youth Employment <br />Program by adding the following to section VI.4 Rating Training and Experience: <br />The City Youth Employment Program is an exception to rating applicants on the <br />evaluation of training and experience where the targeted population of this program is <br />resident youth who have little or no training or work experience. For the Youth <br />Employment Program the ratings shall consist of the criteria outlined in the program <br />description. <br />The above change is one approach to handling this program within the Civil Service <br />Rules. Staff would be glad to consider any other suggestions from the Board if the <br />above proposal is not acceptable. <br />Time is of the essence in this change as the City will need to advertise for the Youth <br />program shortly. <br /> <br />
