This is
another opportunity, for citizens to comment on proposed uses for City funds during the
fiscal year beginniilg July 1, 1999. Following consideration of the budget proposals, City
Council will take fi qal action next month.

Mayor Adams operled the public hearing at 7:36 p.m. and closed it at 7:36 p.m., due to
no requests to spe.~k from the public.

Mr. Lieberman sta'ed that U. City In Bloom had requested $15,000 in their budget letter
and asked what w~; had budgeted. Mr. Ollendorff said that it was left open and that he had
added $5,000 to t~e budget change list. He had originally budgeted only the $10,000
from last year, but he did report that this item should be reconsidered when the official
request came in. IAr. Ollendorff, responding further to Mr. Lieberman, suggested approving
the budget, at the lext meeting, with changes as submitted.

Mr. Wagner feels tie U. City In Bloom request is a very large increase, even though he
appreciates their work very much. The City might want to look at offering them a grant for
a proposal each year, versus ratcheting up a big increase each year. Responding, to Mr.
Lieberman, Mr. OIl~ndorff said that their budget does not indicate that funding is going to
organizations outsi Je of University City, but it is possible. Mr. Lieberman said that the
County area along )f Forest Park, which is a County road and right of way has flowers

3
