<br />G. SWEARING IN <br />John Solodar was sworn in to the Board of Adjustment in the City Clerk’s office. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Lawrence Mass, 8131 Balson <br />Mr. Mass stated the City received a grant for the installation of the driving range lights <br />and noted that a group of residents appeared before the Park Grant Commission and <br />urged them to ask University City to return the money or be disqualified for future grants. <br />Mr. Mass said when talking to Mr. Fischesser of the St. Louis County Municipal League, <br />he stated that after their presentation, he is advising the committee to adopt a rule that <br />any municipality that receives a grant and does not use an asset during the ten years <br />following, not be allowed to get any further grants and be requested to return the money <br />for the facility not used. Mr. Mass stated that not only is revenue lost each year but the <br />City is in jeopardy of not getting future grants. <br /> <br />Paulette Carr 7901 Gannon <br />Ms. Carr read a letter from Tim Fischesser of the St. Louis County Municipal League on <br />the grant funding University City received for the lighting of the driving range. She <br />disagreed with Mayor Welsch and said turning off the lights at the driving range was a <br />policy issue and should have been decided by Council. Ms. Carr asked if it was policy <br />of University City to limit future grants by its actions. She asked that her written <br />response be made part of the record. <br /> <br />Lynn Rossel, 7015 Olive <br />Ms. Rossel asked that since Clayton partnered with U City on the grant, were they <br />consulted about turning off the lights. She also said that that the UE light in front of the <br />houses by the driving range were brighter than the driving range lights which are <br />shielded by the trees. Ms. Rossel suggested that the City turn the lights back on until <br />Labor Day to see how much money it will bring in, to see if it is a money maker. She <br />asked what percentage of the residents is against the lights. <br /> <br />I. PUBLIC HEARINGS <br /> <br /> <br />J. CONSENT AGENDA <br /> <br />K. CITY MANAGER’S REPORT <br /> <br />1. <br />Schjowalter & Jabouri, P.C. to provide University City’s internal audit for FY 2011, <br />2012 and 2013. Mr. Walker noted this was an informational item. He stated that <br />the City Council listened to the presentations of several auditing firms at the <br />Council’s Study Session on July 18, 2011, and the Council decided unanimously on <br />the firm of Schjowalter & Jabouri. <br /> <br />2. <br />Liquor License for Hooked Seafood Restaurant, 8613 Olive, for all kinds of liquor by <br />the drink, retail. <br /> <br />Mr. Kraft moved to approve the liquor license for Hooked Seafood Restaurant, <br />seconded by Mr. Glickert and carried unanimously. <br /> <br /> <br /> <br /> <br />
