The City Clerk Ms. Pumm gave a second and third reading of Bill 9118 <br /> <br />Ms. Ricci moved that a vote of this bill be delayed to allow the Traffic Commission to <br />give it farther consideration and the Parks Commission the comfort it needs in order <br />for it to make a satisfactory recommendation to Council. This was not passed by the <br />Parks Commission because this is related to the Great Rivers Greenway. She said <br />this grant did not go through the proper process and agreed that the City Council, not <br />the City Manager, should be handling things when it comes to grants. Mr. Glickert <br />seconded Ms. Ricci’s motion to postpone until it goes back to the Parks and Traffic <br />Commissions. The motion to postpone carried with one opposed, Mr. Kraft. <br /> <br />Mayor Pro-Tem asked all Councilmembers to go and look at the street so when it <br />comes back they will know what they want to do about it. <br /> <br />NEW BUSINESS to be introduced <br />RESOLUTIONS <br /> <br />BILLS TO BE INTRODUCED <br />Introduced by Ms. Ricci <br />1. <br /> - An ordinance amending Title 2 of the University City Municipal Code, <br />BILL 9123 <br />relating to administration and personnel, by enacting therein a new chapter to be <br />known as “Chapter 2.31 Green Practices Commission”, and a new section to be <br />known as “Section 2.28.160 Green Practices Commission”. <br /> <br />Introduced by Mr. Kraft <br />2. BILL 9124 <br /> – An ordinance amending Title 2 of the University City Municipal Code, <br />relating to administration and personnel, by repealing Section 2.08.010 thereof, <br />relating to departments enumerated-heads of departments designated, Chapter 2.14 <br />thereof, relating to the Department of Parks and Recreation, Chapter 2.18 thereof, <br />relating to the Department of Planning, and Chapter 2.20 thereof, relating to the <br />department of Public Works; and enacting in lieu thereof a new section to be known <br />as “Section 2.08.010 departments enumerated-heads of departments designated” <br />and new chapters to be known as “Chapter 2.14 Department of Public Works and <br />Parks”, “Chapter 2.18 Department of Community Development” and “Chapter 2.35 <br />Park Commission”; thereby amending Title 2 so as to consolidate the Departments of <br />Parks and Recreation and Public Works, remove the Park Commission from the <br />consolidated department, and change the name of the Department of Planning to the <br />Department of Community Development and assign recreational activities duties <br />thereto. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Paul Schoomer, 7 Princeton <br />Mr. Schoomer asked the Council to ask for an opinion of the Special Benefit Tax District <br />of the University City Loop about the parking on Mehlville. He said this is an integral <br />portion of the Special Benefit Tax District of the University City Loop. <br /> <br />P. COUNCIL COMMENTS <br />Ms. Ricci asked Mr. Walker if he could do an inventory of current grants the City has, as <br />she felt there is need to be concerned, especially since in the last year the City has dealt <br />with: a fire department grant in which the fire chief filled out a grant without Council’s <br />knowledge; the Great Rivers Greenway grant that has never come before Council; Olive <br />improvement issues with the four million dollar grant with Olive; and the Chuck Berry <br /> <br />
