Session 1092, Hinutes <br />January 6, 1975 <br />Page 10 <br />or groups for rehabilitation prior to occupancy, or otherwise the City would <br />rehabilitate them and sell to the 1tighest bidder. lie discussed this in some <br />detail. <br />Councilman ITeissenburger moved approval of Alternative #1 as outlined in the <br />City 11anager°s memo of January 2, 1975 with Conditions of Sale as follows: <br />1. Would be sold to the highest bidder on a cash basis, and <br />on condition that the purchaser would be an owner occupant. <br />2. In order to encourage the continuous occupancy by the <br />owner, the purchaser after three years, would be entitled to <br />a $500.00 refund or some percentage of the purchase price such <br />as 3%, whichever would be greater. <br />Motion was seconded by Councilman Grimm. <br />Councilman Glickert pointed out that the two local banks are not making loans <br />on repossessed property to purchasers who want to buy and rehabilitate the <br />property. She suggested that it might be advisable to contact the banks about <br />this; further, that the Human Resources Department staff should invite the <br />real estate people of the two banks to a tour of the City to demonstrate what <br />can be done with repossessed homes. <br />Councilman I•Teissenburger said he recommends that none of the properties be put <br />up for sale before advising the Council of their imminent sale. <br />Upon vote, the motion carried unanimously. <br />REFUSE PROGRAII: <br />In reviewing this matter, City Iianager Henry said it is advisable to make some <br />decision on whether or not to hold an immediate public hearing or otherwise <br />determine the type refuse service to be offered, due to the lag time in ac- <br />quiring vehicles and bags. <br />Councilman i1eissenburger moved that a public hearing be scheduled for 3:30 P.M. <br />on February 3, 1975. Hotion was seconded by Councilman Grimm and unanimously <br />carried. <br />BUDGETARY PROCEDURE: <br />Councilman ITerner said that the budget is the most single, important document <br />that the Council members have to consider, and he is not satisfied that there <br />is sufficient time provided to really give proper thought and study to the <br />proposed expenditures from the time the Council receives the budget to the <br />actual date of adoption. He felt that it is very important to have an earlier <br />dissemination of the information to the Council. After some discussion, the <br />City Manager and I•Ir. V. A. Ellman, Director of Finance, said that they can <br />furnish the Council with work sheets at an earlier date, which the Council can <br />review. <br />1,111S. BETTY V&4 UUri: <br />On behalf of the Council, Mayor Kaufman welcomed Mrs. Betty Van Uum, newly <br />elected member of the St. Louis County Council. <br />
