Session 1120, I4inutes Page 9 <br />December 15, 1975 <br />foreseeable changes in the future in University City, but, he continued, <br />they apparently were not aware of the possibility of construction of a number <br />of frame buildings in the eastern end of the city. He discussed fire -flow <br />figures and took exception to other statements in the Report relating to <br />reciprocal agreements, ambulance service and manning. He asked for a period <br />of a month to continue to study the report and also asked that consideration <br />be given to some of the controversial issues being placed before the elector- <br />ate. Mr. Nord said that considering a statement made by Mr. Ellman on <br />Friday to the Fire Chief, he wonders whether there was any pressure put on <br />the Fire Chief by Mr. Ellman or the City Council to present a certain point <br />of view, inasmuch as the Fire Chief was required to provide information to <br />Mr. Sella. <br />Mayor Kaufman replied that to the best of his knowledge, neither he nor any <br />member of the Council made any appointment to see Mr. Sella, and as he had <br />indicated earlier, it is not unusual to have a study made. Mr. Nord answered <br />that he did not wish to imply that the Council members directly had any in- <br />fluence on Par. Sella. Mayor Kaufman said, "We are a pretty open society here <br />and if the Chief wants to make some remarks or comments, I don't think any <br />pressure would be placed on bis shoulders." The Mayor further stated that <br />ultimately someone in a chain of command has to make the decision and who- <br />ever is below in that chain of command has to carry out those orders, and he <br />would assume that is precisely what PSr. Ellman had in mind. <br />In reply to a question by Councilman Werner, Mr. Nord said that the Union <br />would be in a position to submit their corments in writing in response to <br />the Report in about a month. <br />Councilman Lieberman suggested to Mr. Nord that he rely less on Pir. Sella's <br />1963 report, but concentrate his efforts on this Report (1975), and indicate <br />what they think is right or wrong with it. <br />Fire Chief Harvey answered questions by members of the Council in re recipro- <br />cal agreements. <br />Councilman Weissenburger asked for a written report from the administrative <br />forces on reciprocal agreements. <br />Mr. Arthur Valentine, 413 Christine Drive, a member of the University City <br />Fire Department. Mr. Valentine discussed the need for well trained ambulance <br />drivers and felt that if three are dropped as recommended in the Report, it <br />would be a tremendous loss to the citizens of University City. He pointed <br />out also that the ambulance has responded to over 1,000 calls this year. He <br />urged that this service not be reduced. <br />Mr. B. C. Faherty, 8744 Delmar, a citizen of University City. Pir. Faherty, <br />said he was one of the proponents of a petition some years ago which re- <br />sulted in the construction of Fire Engine House #3, because they felt it <br />was needed in the western part of the city. Ile added that tie had no part <br />in selecting the site, and believed it should have been further out. Mr. <br />Faherty recommended that the City's insurance carrier check with PAS to as- <br />certain whether they secured their information,to the effect that there would <br />be no change in classification,from the Insurance Services Office of Missouri. <br />Mr. Jack O'Leary, 7002 Washington, a citizen of University City, asked <br />whether the study had been ordered for the purpose of cutting back the Fire <br />Continued, next page <br />
