He said that inasmuch as this amount has net previously been <br />budgeted (and it is in excess of $2,500), it would be in order for the Council <br />to approve the contract. He said it would also be necessary for the Council <br />to authorize the transfer of $9,150 from Personal Services to Contractual Ser- <br />vices in the Community Development Fund appropriation. <br />Following brief discussion, Councilman Weissenburger moved that the City 11ana- <br />ger be authorized to proceed with a contract as set forth above at a cost of <br />$9,150. Motion was seconded by Councilman Piooney and unanimously carried. <br />Councilman Weissenburger moved approval of a transfer of $9,150 from Personal <br />Services to Contractual Services in the Community DevelopTent Fund appropria- <br />tion. The motion was seconded by Councilman Lieberman and unanimously carried. <br />BUDGETARY TRANSFER: <br />The City Manager stated that the abandonment of the Clean City Squares con- <br />tract with University City has necessitated replacement of containers beyond <br />the City's budgeted capability. He said the minimum needs of the City at <br />this time would call for a transfer of $1100 to provide for approximately ten <br />new containers. The administrative forces requested that the Council transfer <br />$1100 from the Contingency Account #6010 to the Sanitation Account #2660.3-2.13. <br />During the discussion which followed, the City Manager answered questions. He <br />said Lawson steel containers would be used. In response to a suggestion by <br />Councilman Glickert that perhaps more than ten ought to be purchased, the <br />Director of Public Works, Mr. A. B. Dieckgraefe, indicated that ten would be <br />sufficient for the time being, and the City lianager observes: that if it is <br />deemed that an additional number is needed, more can be purchased. <br />Councilman Glickert inquired as to what happened to the container that was at <br />the east end of the Library parking lot, on Kingsland next to the elementary <br />school, which was an important collector of refuse. The City 11anager will <br />check this out. <br />Councilman Glickert moved that the Council approve the purchase of the ten <br />containers in the amount of $1100. Motion was seconded by Councilman Mooney <br />and unanimously carried. <br />Councilman Glickert moved that the Council authorize a transfer of this amount, <br />$1100% from the Contingency Account 460.10, to the Sanitation Account <br />02600.3-2.13. Notion was seconded by Councilman Rooney and unanimously <br />carried. <br />DISPOSITION OF PUBLIC RECORDS: <br />The City 11anager explained that a records manual issued by the Secretary of <br />State in 1973 established a certain retention status for various types of <br />records and authorized their destruction when their retention period expired. <br />He said this manual came about as a result of a Records Management Law for <br />local governments which was passed in 1972 by the i-Yissouri General Assembly, <br />and the manual developed a disposition schedule by which local governments <br />could insure that valuable records would be preserved and other records which <br />were of no value might be disposed of so that the need for expensive filing <br />space and equipment is reduced. He said that destruction is made possible <br />by motion of the legislative body of each government. <br />City Manager Ellman explained that attached to the agenda item, Number 3, is <br />
