Session 1265, Minutes <br />December 22, 1980 <br />Page 2 <br />several years ago. Money will be available for this purchase after all Community <br />Development funds have been released to the City. The LCRA should hold title to <br />the property since they have the resources and ability to market it, and they Ill <br />not be controlled by the limitations of Proposition No. 5. The City Council will <br />have the right to review any development proposal for this property and thus ef- <br />fectively control its eventual use. <br />Mr. Adams moved approval, with Mr. Kelley seconding the motion. <br />Mr. Sabol asked why it was desirable for the LCRA to own this land (now held by the <br />U. S. Department of Housing and Urban Development). Mr. 011endorff said the advan- <br />tages are: (a) the LCRA can use the urban renewal plan as a tool for accepting or <br />rejecting a development plan and for controlling the development (the Council will <br />review all proposals, and has veto power); (b) the I.CRA has HUD funds.available for <br />marketing this land; (c) the LCRA has been operating the Market in the Loop; and (d) <br />fees for the use of the market facilities would be subject to Proposition No. 5 <br />limitations if the City owns it, but not if the LCRA owns it. Mr. 011endorff noted <br />that this land could not be left as urban renewal land indefinitely, and must even- <br />tually be marketed. He said the LCRA will not be able to dispose of it without <br />first obtaining Council approval. <br />Mr. Adams said that when the Market in the Loop was first approved, it was assumed <br />to be an interim use and would not be permanent. <br />Mr. Lieberman pointed out that all that was being done was to transfer ownership <br />from HUD to LCRA, which is to University City's advantage. Mr. Adams noted that it <br />was also a good buy. <br />The Council voted unanimously to approve this purchase. <br />CONSIDERATION OF THE PURCHASE OF CONVEYANCE VAN FOR POLICE DEPARTMENT <br />The City Manager said bids were solicited for the replacement of a conveyance van <br />for the Police Department by a cooperative effort between the St. Louis County Police <br />Department and University City, with the following results: <br />Town and <br />Mavron Country Ford <br />Base price $ 18,449.86 $ 17,767.00 <br />Less trade-in 500.00 100.00 <br />Total $ 17,949.86 $ 17,667.00 <br />Mr. Adams moved approval. Mrs. Metcalfe seconded the motion, which carried unani- <br />mously. The award was to Town and Country Ford for $17,767.00, and the old van <br />will not be traded in, but will be sold outright. <br />Mr. Lieberman said he was very pleased with the cooperative buying effort made by <br />the City and St. Louis County, and thought this was a good buy. <br />
