Session 1265, Minutes <br />December 22, 1980 <br />BEER LICENSE APPLICATION - 8637 OLIVE STREET <br />Page 3 <br />The City Manager recommended approval of a license to sell 3.2% beer by the gâ–șackage <br />at"retail at Shortway Market, 8637 Olive. This is an existing license and involves <br />only a name change, from Rino Maurutto to Marlene Maurutto. The application meets <br />all City requirements and does not require a public hearing. <br />Mr. Adams moved approval, with Mrs. Thompson seconding the motion. In response to <br />Mr. Lieberman, Mr. 011endorff said there have not been any police problems at this <br />location. <br />All voted Aye, except Mr. Adams, who voted Nay. <br />LIQUOR LICENSE --TECHNICAL CHANGE--BILBO'S RESTAURANT, 7384 FORSYTH <br />The City Manager said the liquor license granted to Bilbo's Restaurant indicated <br />that closing hours were to be 1:30 a.m. on Friday and Saturday, and 12:00 midnight <br />Sunday through Thursday. Holiday'and holiday eve closings were not specified. Mr. <br />011endorff said he felt that discussion at the time the license was granted indi- <br />cated that the Council meant to include holiday eves in the 1:30 a.m. closing time, <br />although the final motion did not so state. He recommended that this be changed by <br />motion of the City Council, and noted that the business has been operated in a very <br />satisfactory manner to date. <br />Mr. Adams moved that holiday eve closing,at Bilbo's be set at 1:30 a.m. Mr. Sabol <br />seconded the motion, which carried unanimously. Mr. Lieberman stated that he voted <br />Aye only because this was a technical chAnge, that he voted negatively on this li- <br />cense originally, and that his vote still stands. <br />SITE PLAN REVIEW - 8520 OLIVE BOULEVARD <br />The City Manager recommended that the application to use the premises at 8520 Olive <br />Boulevard for indoor commercial amusement purposes be denied, as it does not meet <br />the requirements of the City ordinances. <br />Ms Judy A. McKinsey, 8008 Carondelet, attorney for the applicant, Postscript Enter- <br />prises, asked to address the Council. Ms McKinsey referred to a report from the <br />Planning Department, outlining the reasons it recommended that the application be <br />denied. Lack of adequate parking was cited, but Ms McKinsey said parking was avail- <br />able across Olive Street. Another objection was the danger to pedestrian traffic, <br />but Ms McKinsey said since only adults would be using this facility, they could <br />take care of themselves adequately. She felt the corporation she represented met <br />all other requirements of the code. <br />Mr. 011endorff reiterated that the application did not meet the letter of the appli- <br />cable ordinance of the University City code. <br />Mr. Adams noted that it was extremely difficult to cross Olive Street during the <br />rush hour, and that any pedestrian traffic at that location would be endangered. <br />Mr. Sabol moved that the application be denied. Mr. Lieberman seconded the motion. <br />
