.Session 1241, Minutes Page 2 <br />March 24, 1980 <br />Mayor Mooney said he and the Council appreciate the interest and dedication shown <br />by members of the City's boards and commissions, and he thanked Ms Gornish and Mr. <br />Zobel for taking an active part in their deliberations. <br />REPORT FROM MEETING ON SCHOOL CROSSING GUARD JOINT COMMITTEE <br />Councilman Kelley read a memorandum which had been sent to Mayor Mooney and the <br />other Council members, which reported the results from a public hearing held on <br />Saturday, March 22 by the City Council -School Boars. Joint Committee on School <br />Crossing Guards. Mr. Kelley said the school administration favored, although had <br />not approved finally, using high school students from the Cooperative Education <br />program to man three school crossings. One additional crossing guard could be <br />provided from the closing of Groby Road. The committee has asked the Traffic Com- <br />mission for recommendations as to where the crossing guards should be placed. <br />There were a number of other suggestions made at the meeting, which Mr. Kelley <br />asked the Council to consider for further action. These included possible solu- <br />tions to the problem of the Millbrook tunnel; increasing compensation and leng- <br />thening the working time of crossing guards from nine months to a year; using non- <br />working parents for crossing guards and .for backup; educating children to cooper- <br />ate with crossing guards; and strict enforcement of traffic laws, especially at <br />stop signs near schools. <br />GITY,MANAGER'S REPORTS <br />FEDERAL REVENUE'SHARING•BUDGET SCHEDULE <br />The City Manager recommended that April 14, 1980, at 8:00 P.M. be set aside for <br />the required Proposed Use Hearing for Federal Revenue Sharing funds. Citizens <br />will have the opportunity to present written or oral comments for possible uses <br />of those funds prior to preparation of..the budget-. Another hearing is required <br />prior to final adoption. <br />A further recommendation is the confirmation o€.the.following.schedule for the <br />budget: <br />May 19, 1980 - FRS Budget filed with,the Council <br />June 11,.1.980 - Public.,Hearing on the.budget. <br />June.23, 1980 - Adoption of budget <br />Councilman Adams, moved approval. Councilman Glickert seconded the motion, which <br />carried unanimously. <br />ASPHALT OVERLAY CONTRACT <br />The City Manager said bids were received.for asphalt paving of approximately 2.68 <br />miles of streets in University City from the following bidders: <br />Missouri Petroleum Products Company $159,543.50 <br />.Doerr Contracting, Inc. 161,453.18 <br />Thoma -Paving Company, Inc. 161,951.18 <br />R & E Asphalt Service, Inc. 166,772.34 <br />Southard Construction Company, Inc. 174,474.00 <br />E. R. Oesch Construction Company, Inc. 178,158.50 <br />(continued) <br />
