Upon roll call, the following vote was recorded: <br />AYES: Councilmen Sabal, Glickert, Lieberman,,Adams,._Metcalfe, Kelley and Mayor <br />Mooney. NAYS: None._. BL LNo_,740.hecame.Ordinance_No.. 52.15.. <br />BILL NO. 7404 - AUTHORIZING THE CITY.MANAGER TO,CONVEY TO ST. LOUIS COUNTY, MIS- <br />SOURI, A PERMANENT TRAFFIC SIGNAL EASEMENT FOR NORTH AND SOUTH ROAD FOR THE CON- <br />SIDERATION, OF ONE DOLLAR <br />Bill No. 7404 was given its second reading. <br />Bill No. 7404.was given its third reading.. <br />Since Councilman Lieberman did not get answers to some questions he asked about <br />this matter,.and there is no urgency, it was decided to postpone consideration un- <br />til the next Council meeting. <br />BILLS FOR INTRODUCTION <br />None <br />DISCUSSION ON SCHOOL CROSSING GUARDS <br />Councilman Lieberman asked if the report on crossing guards -made earlier by Coun- <br />cilman Kelley was an interim or a final report. He said he had asked originally <br />about the possibility of a short term solution for two crossings in which there <br />was much citizen interest--Kingsbury/Jackson and Ferguson/Etzel intersections. <br />Councilman Adams said the report was the closest the committee can come at this <br />time to a short-term solution. He said the school district is moving forward on <br />it, and as soon as they respond,..the Council.mus.t-deal with the.pay ordinance. <br />He said criteria from the Traffic Commission.would be used, and the two locations <br />mentioned by Councilman Lieberman will be the first two to receive crossing <br />guards. Mr. Kelley said a time frame would depend on the school district's abil- <br />ity to furnish students..from_the .Cooperative Education.program. <br />In response to a question..from.Councilman Glickert,.Mr. Adams said the three <br />young people will. receive..pay for acting as crossing guards.. <br />Council.man_Sabol.thought:this issue should -be discussed,by the Council as a whole <br />on the Council floor. He said he was not -in favor _of .rhe two councilmen on the <br />committee committing.. the. Council to. decisions on ,this ..mattes withaut .the approval <br />of the whole Council. Councilman Adams said the committee was not committing the <br />Council but...would. .bring_ their.. recommendations. before -the. Council for Council ac- <br />tion, .after, the .school district. approves the .par -tial .solution_discussed. earlier. <br />Mayor Mooney said he appreciated the time Councilmen Adams and Kelley have spent <br />on this issue, meeting_tiLth vario.us,.groups-and holding the public hearing last <br />Saturday. <br />Councilman Metcalfe said she was very pleased with the progress the Joint Commit- <br />tee has made, under difficult circumstances, in searching for solutions to this <br />complex problem. <br />
