Session 1241, Minutes Page 9 <br />March 24, 1980 <br />Ms Melinda Sanderson, 7006 Westmoreland, asked to address the Council. Ms Sander- <br />son said none of the suggestions brought up by the committee were brilliant or en- <br />lightening and she could :not understand ashy. they could not deal with so simple an <br />issue. <br />RESOLUTION - CABLE.TELEVISION FRANCHISE. <br />The resolution, as amended earlier this evening, awarding the University City cable <br />television franchise to Continental Cablevision, was read.by Mayor.Mooney in its <br />entirety. A copy of the resolution is attached to the minutes. <br />ELECTRIC CROSSING.S`IGNALS-AT KINGSLAND/ETZEL AND ETZEL/FERGUSON <br />Councilman Glickert said that for some time she had brought up the issue.of the <br />unnecessary electric signals at the intersections of Kingsland/Etzel and Etzel/ <br />Ferguson. She said she and the other third ward councilman, Mr. Lieberman, had <br />been opposed to these signals from the time of their installation, and she felt <br />they were not only unnecessary but dangerous. She moved that they be removed and <br />that boulevard stop signs, which had been at those locations for many years previ- <br />ously, be returned to those corners. Councilman Lieberman seconded the motion. <br />Councilman Metcalfe objected to a vote on this, since the matter of whether or not <br />the federal government, which provided funds for the signals originally, would <br />need to be repaid for the amount which was spent on the signals had never been re- <br />solved. <br />City Manager 011endorff said he had not had the opportunity to study this issue, <br />and would like to look into it a little further before any action is taken, although <br />he said if the Council wished to vote on it, he would abide by their decision. <br />Councilman Metcalfe said she.would pledge.to Mrs. Glickert (since Councilman Glick- <br />ert's retirement from the Council is imminent) that -should the City Manager report <br />that there would.he no major financial..repercussions, and return with either a <br />neutral or favorable recommendation as to the removal of the signals, she would per- <br />sonally move that they be.removed. Mayor.-Mooney-said.it would.be put-.on.the agenda <br />at the next..Council meeting,._when all the.facts are.,,ascer.tained. <br />Councilman Lieberman said more was involved than just the cost of the signals, that <br />safety of children was also at issue and should be given a great deal of weight in <br />the decision to be made. <br />Councilman Glickert withdrew her motion. <br />UTILITY TAX LITIGATION <br />Councilman Sabol said he,.was against any..further pursuit of the suit which Univer- <br />sity City and other cities are engaged in, having to do.with the reimposition of <br />the 1%.sales tax on utilities. He thought perhaps the.money lost through the elim- <br />ination of.this tax might eventually be regained from -cable television revenues. <br />Councilman..Ke.11e_y spoke.against further _pursuit of this case also, feeling it is <br />a complete waste of..money, especially in view of the fact that the Circuit Court <br />ruled against the University City group. He felt no appeal should be made, and <br />Councilman Metcalfe concurred with this view. <br />
