Session 1235, Minutes <br />January 7, 1980 <br />OATHS OF OFFICE <br />Page 2 <br />Mr. Esley Hamilton, recently appointed to the City Plan Commission, was sworn in by <br />the Acting City Clerk. <br />Mrs. Mary Ann Hartigan, recently appointed to the Traffic Commission, was sworn in <br />by the Acting City Clerk. <br />Mr. Larry A. Brown, recently reappointed to the Municipal Commission on Arts and <br />Letters, was sworn in by the Acting City Clerk. <br />Mayor Mooney said he and the Council are very grateful for the civic -minded citizens <br />who give so generously of their time to serve on the City's boards and commissions. <br />APPOINTMENTS <br />Councilman Lieberman moved that Mr. Richard Hein, 7870 Trenton, be appointed to the <br />Traffic Commission to fulfill the unexpired term of Mr. Hugh J. White, who died re- <br />cently. The term runs until January 21, 1981. Councilman Glickert seconded the mo- <br />tion, which carried unanimously. <br />Councilman Lieberman moved that Mr. Fred Brunner and Ms Susanne Valdez be reappoint- <br />ed to the City Plan Commission, that Dr. Jerome Shen be reappointed to the Board of <br />Health, and that Mr. David Suttle, Mr. James Goldkamp and Mr. James D. Miller be re- <br />appointed to the Park Commission. The motion was seconded by Councilman Adams and <br />carried unanimously. <br />CITY MANAGER'S AGENDA <br />REPORT OF CITIZENS CHARTER REVIEW C0104ITTEE <br />Mayor Mooney said the City Council appointed a Citizens Charter Review Committee <br />last June to review and update the Charter of University City. The Committee, head- <br />ed by its elected chairman, Mr. Nathan B. Kaufman, held a number of public hearings. <br />A preliminary report was made in September, 1979, and the final report sent to Coun- <br />cil December 31, 1979. <br />Mr. Kaufman carne forward to discuss the recommendations for Charter changes made by <br />the Committee. He noted that all meetings of the Committee were public and that <br />there were no executive sessions. The complete report of the Committee was avail- <br />able at the meeting and also in the City Clerk's office. The recommendations are <br />summarized as follows: <br />1. Section 6. Reduce the residency requirement for councilman candidates from <br />three to two years. <br />2. Section 7. Increase the compensation for councilmen to $900 per year. In- <br />crease the compensation for Mayor to $1200 per year. <br />3. Change the term "Councilman" to "Councilmember" in Section 5 and wherever <br />else used in the Charter. <br />
