Ellman said the cars are <br />sometimes used for prisoner conveyance, and therefore must have four doors. Mr. <br />Sabol asked about the brake problems also, and Mr. Ellman said the Ford Area Manager <br />is aware of the problem and it was felt there will not be brake problems with the <br />new Fords. Councilman Sabol felt perhaps the cars should be kept for a longer per- <br />iod of time than one year and not traded every year. tor. Ellman said it is impera- <br />tive that the City have functioning automobiles, and it really is necessary to turn <br />the fleet over each year in order to insure reliability and good performance. <br />Councilman Lieberman asked if any comparisons among the bidders had been made as to <br />the kind of service received from the various vendors. Mr. Ellman said it was very <br />difficult to measure something of this sort. Councilman Adams noted that the kind <br />of service promised by the vendor is not part of the bid specifications. <br />Councilman Metcalfe said she felt the kind of analysis that compares different Police <br />Department experiences with dorm time and service on the various makes of cars would <br />be a valid and valuable thing to do. Mr. Ellman said the administration tried to <br />evaluate the Ford, Dodge, Buick and Chevrolet differences and the value received for <br />each make of car, but this is necessarily a rather subjective type of evaluation, <br />because of the difficulty of relating, it to past performance. He said an accurate <br />evaluation of Chevrolet performance could not be made, since they have not been used <br />as police cars in this area heretofore. <br />There was more discussion about why the administration felt it was necessary to have <br />an eight -cylinder rather than a six -cylinder car for police department use, relating <br />to power for pickup, amount of equipment necessary, etc. <br />Councilman Glickert moved approval of the Kribs Ford bid of $34,370.20 for twelve <br />police cars, and the bid of D & L Brokers of $18,000 to sell them twelve 1979 police <br />cars. Councilman Metcalfe seconded the motion. All voted Aye except Councilmen <br />Adams and Sabol, who voted Nay. <br />CONSIDERATION OF BIDS FOR VACUUM STREET SWEEPER <br />This item had been on the Consent Calendar, and Councilman Glickert requested that it <br />be removed for discussion. <br />The City solicited bids, in a joint effort with the City of Webster Groves, for pur- <br />chase of a vacuum street sweeper for use by the Street Division. The City is trad- <br />ing in a 1967 Elgin sweeper.
