Session 1234, Minutes Page 8 <br />December 17, 1979 <br />Bill No. 7361 was given its second reading. <br />Bill No. 7361 was given its third reading. <br />Councilman Kelley moved that this bill be adopted as an ordinance. Councilman Adams <br />seconded the motion. Upon roll call, the following vote was recorded: AYES: Coun- <br />cilman Sabol. NAYS: Councilmen Adams, Metcalfe, Kelley, Glickert, Lieberman and <br />Mayor Mooney. The motion was defeated by a vote of six to one. <br />BILL NO. 7362 - AMENDING CHAPTER 25 14UNICIPAL CODE RELATING TO RETIREMENT AND PEN- <br />SIONS, BY REPEALING SECTION 25-14 THEREOF, AND ENACTING IN LIEU THEREOF A NEW SEC- <br />TION TO BE KNOWN AS "SECTION 25-14. ELIGIBILITY FOR RETIREMENT BY REASON OF AGE," <br />SO AS TO CHANGE SUBSECTIONS 1 AND 3. <br />Bill No. 7362 was given its second reading. <br />Bill No. 7362 was given its third reading. <br />Councilman Sabol moved that this bill be adopted as an ordinance. Councilman Lie- <br />berman seconded the motion. Upon roll call, the following vote was recorded: AYES: <br />None. NAYS: Councilmen Metcalfe, Kelley, Sabol, Glickert, Lieberman, Adams and <br />Mayor Mooney. The motion was defeated by a vote of seven to zero. <br />Councilman Adams asked if the City Manager could research the possibility of insti- <br />tuting some kind of annuity program that would apply to the extra 2% that the uni- <br />formed personnel would contribute, as an option, so they would receive the benefits <br />directly. Councilman Kelley said he felt the best solution would be to shift over <br />to an annuity program altogether at some point, saying this would be the fairest to <br />the men and to the City. Mr. Kelley suggested that the trustees of the pension <br />board study the procedures that would be needed to change to an annuitized program. <br />Councilman Adams concurred completely. <br />BILL NO. 7391 - AMENDING CHAPTER 34 MUNICIPAL CODE RELATING TO ZONING, BY REPEALING <br />SECTION 34-24.4 (c) THEREOF, AND ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN <br />AS "SECTION 34-24.4 (c). PERMITTED OBSTRUCTIONS IN REQUIRED YARDS: IN REAR YARDS." <br />Bill No. 7391 was given its second reading. <br />Bill No. 7391 was given its third reading. <br />Councilman Sabol moved that this bill be adopted as an ordinance. Councilman Adams <br />seconded the motion. Upon roll call, the following vote was recorded: AYES: Coun- <br />cilmen Kelley, Sabol, Glickert, Lieberman, Adams, Metcalfe and Mayor Mooney. NAYS: <br />None. Bill No. 7391 became Ordinance No. 5203. <br />BILL NO. 7392 - REIMPOSING 1% CITY SALES TAX ON RESIDENTIAL UTILITY SERVICE WITHIN <br />UNIVERSITY CITY. <br />Bill No. 7392 was given its second reading. <br />Bill No. 7392 was given its third reading. <br />There was discussion of this bill before the vote was taken. Councilman Kelley <br />thought it should be tabled. Councilman Metcalfe said action on it must be taken <br />by December 31, 1979. Mrs. Hetcalfe said University City was the only member of <br />the sales tax "pool" which was considering reinstating the tax. The state has said <br />
