Session 1234, Minutes <br />December 17, 1979 <br />Page 10 <br />parent organizations to acquire their ideas as to what they feel should be done. <br />Councilman Kelley added that St. Louis County was to be contacted about the lighting <br />situation to try to get more vandal -proof lights. <br />Councilman Metcalfe suggested that Ms Goodwin stay in contact with Councilman Kelley <br />and herself, since they would know at what stage the negotiations involving the tun- <br />nel would be. Mrs. Metcalfe said there were a number of people who needed to be <br />consulted before a decision is made. Mr. Kelley said there would probably be a pub- <br />lic hearing on the matter, also. <br />CHARTER REVIEW COMMITTEE RECOMMENDATIONS <br />Mr. James Carl, 7110 Washington, asked to address the Council. Mr. Carl said he had <br />heard that the Charter Review Committee had submitted a final report to the Council, <br />and wanted to know if a public hearing is to be held. Mayor Mooney said the Commit- <br />tee had not yet submitted their final report, since the death of the one of the com- <br />mittee members had delayed submission of the report. <br />Mr. Ellman said if the recommendations of the Charter Review Committee are to be on <br />the April 1, 1980 ballot, the ordinance embodying those recommendations will have to <br />be passed by February 4. <br />Mayor Mooney said he would ask the chairman of the Charter Review Committee to come <br />to the next Council meeting, January 7, 1980, and make the final report of the com- <br />mittee at that time. The public would then have a chance to respond to their rec- <br />ommendations. <br />Mr. Carl was very anxious that one particular issue be discussed on the Council floor, <br />having to do with elimination of the appointive process when there is a vacancy on <br />the Council. Mayor Mooney said all of the issues which are recommended will be dis- <br />cussed on the Council floor, and anyone who wishes to speak will have the opportunity. <br />DISCUSSION ON BILL NO. 7392 <br />Mr. Rubin Schlafman, 747 Yale, asked to address the Council. Mr. Schlafman said he <br />had wanted to be called on before this bill was read a second time. Mayor Mooney <br />apologized for the oversight. Mr. Schlafman said it was a mistake to pass this bill <br />and that the Council was inviting litigation by doing so. <br />MISCELLANEOUS <br />Mayor Mooney thanked the Council members for all the work they have done during the <br />past year, and said he realized the inordinate amount of time they spend working on <br />City matters. He wished them and the citizens of University City a Merry Christmas, <br />Happy New Year and Happy Holidays. <br />Councilman Sabol reminded the Mayor that Hannukah has been celebrated longer than <br />Christmas and said that for the first time a 30 -foot high menorah has been erected <br />in Washington, D. C. He said he would like for University City to display one, also, <br />along with the other holidays decorations which are put up. <br />REAPPOINTMENT TO TRAFFIC COIR41SSION <br />Councilman Sabol moved that Airs. Francine Wimsatt be reappointed to the Traffic Com- <br />mission for a term expiring January 21, 1983. Councilman Adams seconded the motion, <br />which carried unanimously. <br />
