Session 1234, Minutes Page 6 <br />December 17, 1979 <br />asked who was responsible for maintenance of the tunnel, as the lights in it seem to <br />be broken a great deal of the time. She proposed walling it up, and said if it can- <br />not be walled up, a crossing guard should be posted there to protect the children. <br />Mayor Mooney said the tunnel is supposed to be maintained by St. Louis County, since <br />it is under a county road, but that the lights are often vandalized, and it has been <br />difficult at times to get St. Louis County to maintain it. <br />Councilman Metcalfe said this is a complex issue which cannot be solved on the Coun- <br />cil floor, but will need input from the Police Department, parent -teacher organiza- <br />tions, and the neighborhood organizations involved. Councilman Adams said St. Louis <br />County should be asked to replace the lights with more vandal -proof lights and to <br />keep the tunnel clean, until it is decided what is to be done. Mayor T3ooney asked <br />Mr. Ellman to call the County immediately, and he said he would. <br />Councilman Adams said another possibility would be the building of an overpass by <br />St. Louis County. <br />Councilman Kelley asked if a Police report could be prepared with recommendations as <br />to what they feel should be done, and Mr. Ellman said that would be done. <br />CITIZEN COMMENT ON GROSS RECEIPTS UTILITY TAX PETITION <br />Its Lois Klayman, 6811 Pershing, asked to address the Council. She said she felt the <br />Council was acting irresponsibly in not certifying the petition as an initiative. <br />She said if the Council is not willing to certify any petitions, they should propose <br />that as a Charter amendment and put it to the voters. <br />Councilman Metcalfe said the Charter very carefully and very responsibly provides <br />for citizen input into the budget, revenue and tax -setting process during the budget <br />hearings which are held in June every year. She said the leadership of Ms Klayman's <br />group did not offer suggestions, nor communicate with their elected representatives, <br />or participate in the budget hearings. <br />Ms Klayman said several of their members did attend the budget hearings --Karen Safe, <br />Joyce Banaszak, Lillian Waxman and others, who she said discussed the gross receipts <br />tax and the budget in general. <br />BILLS FOR ADOPTION AS ORDINANCES <br />BILL NO. 7379 (AS AMENDED) - AMENDING CHAPTER 34 MUNICIPAL CODE RELATING TO ZONING, <br />BY REPEALING ARTICLE IX, AND ENACTING THEPIIN A NEW SECTION TO BE KNOi•111 AS "ARTICLE <br />IX. RETIRE14ENT BENEFITS GENERALLY; SCHEDULE," <br />SO AS TO INCREASE THE BENEFIT FOR YEARS WORKED IN EXCESS OF 25 YEARS. <br />Bill No. 7360 was given its third reading. <br />
