Session 1480, Minutes Page 6 <br />November 7, 1988 <br />In response to Mr. Adams, Mr. Bruno said it was anticipated that the street <br />University Place will be changed to North Bemiston. <br />Mr. Wagner said he had same ongoing concerns about the common open space which <br />is in the flood plain, and he asked what the current plans were for that area. <br />Mr. Bruno said it was anticipated that the Hanley frontage will be fenced, and <br />a landscape plan consisting of landscaped open space with provisions for <br />sculpturing the ground in berms with walking/jogging trails will be submitted. <br />He said the developers were working with the Army Corps of Engineers and MSD <br />in conjunction with their long range plans for improving the creek. <br />Mr. Adams called the question, and all voted Aye except Mr. Wagner, who voted <br />Nay. <br />LIQUOR LICENSE TRANSFER - 7819 OLSVE BOULEVARD <br />The City Manager reconuended approval of a transfer of the liquor license for <br />Mt. Olive Tavern to Mt. Olive Enterprise, Inc., Donna K. Manco, applicant/man- <br />ager. He said the previous owner was deceased, and his son formed a new cor- <br />poration to carry on the business. He said there have been no unusual prob- <br />lems with this location, and no reason to deny the transfer. <br />Mr. Adams moved approval. Mr. Schoomer seconded the motion, which carried <br />unanimously. <br />�5 WOOD <br />The City Manager said a Council subco mnittee studying existing travel policies <br />for elected officials wished to report on its recommendation. <br />Councilmember Price outlined the changes that are being proposed, as noted in <br />the material received by councilmembers last Friday. He said the major chang- <br />es were to delete the non -authorization of a rental car, since it is sometimes <br />less expensive to rent a car than use taxicabs; increase meal allowances to <br />adjust for inflation (breakfast --$5.00 to $6.00, lunch --$8.00 to $12.00, and <br />dinner --$12.00 to $25.00); a travel entitlement of up to $2,000 for each coun- <br />cilmember; yearly budget adjustment to allow for location of meetings; addi- <br />tional councilmember reimbursement for personal funds expended for travel if <br />there are funds left in the travel budget at the close of the fiscal year; <br />possible additional entitlement if eouncilmember is an officer of a national <br />or state organization; and elimination of the section limiting attendance at <br />national conferences to the Mayor and three councilmembers. Mr. Adams sug- <br />gested that public transportation be added to the section on local transporta- <br />tion. There was no objection to this addition. Mr. Price said that the sub- <br />committee did not wish to increase the travel budget except to allow for in- <br />flation, but wanted to give more latitude in terms of the ways travel funds <br />may be used by including seminars or other such educational meetings. Mayor <br />Majerus asked if a councilmember request for an additional entitlement would <br />be approved by the Mayor or the Council. Mr. Schoomer felt it should be the <br />same process as other budgetary matters, which would be through the Council. <br />Mrs. Schuman suggested one wording change on page 2 to say that receipts are <br />required rather than requested.
