Session 1480, Minutes <br />November 7, 1988 <br />leftover funds, if any, would not be carried over to the following year. <br />Page 7 <br />Mr. Schoomer moved adoption of the Elected Officials Travel Guidelines as pro- <br />posed by the Council subcommittee with the changes suggested at this meeting. <br />Mr. Wagner seconded the motion. <br />Responding to Mrs. Thompson, Mayor Majerus said she wished to be notified when <br />any councilu mtber was leaving town; however, approval of additional entitle- <br />ment money must be approved by the Council as a whole. The Mayor suggested <br />that the Council review the revised rules in about a year to see if all are <br />comfortable with them. <br />All voted Aye. <br />The City Manager asked that Council approve the 1989 summer recreation program <br />in order that the booklet outlining these services may be printed and distrib- <br />uted to University City residents. He noted that the program has already re- <br />ceived the approval of the Park Commission. <br />Mr. Wagner moved approval, with Mr. Adams seconding the motion. <br />Mrs. Schuman commented that the additional pre -registration opportunities were <br />a plus, and also the additional playground staff training time should prove <br />very valuable. <br />All voted Aye. <br />ENGINEERING - CHA14BE3UAIN ALLEY BRIDGE <br />This item was removed from the Consent CalerAar at Mrs. Thompson's request. <br />The City Manager recommended approval of a contract to investigate needed im- <br />provements on the Chamberlain alley bridge and to specify those improvements. <br />Council will have the opportunity later to evaluate the bidders, but this is <br />to choose the engineer to design the project. He said proposals were received <br />from three engineering firms with extensive bridge experience, and acceptance <br />of the least costly proposal, from Booker Associates, Inc., was recommended. <br />He said the minimum cost would be $5,150 and the maxim= $9,060, depending on <br />the exact amount of engineering work ultimately required by the City, which <br />will be responsible for incidental expense and any subcontracted work require- <br />ments. <br />Mr. Wagner moved approval, with Mr. Price seconding the motion. <br />Mrs. Thompson said her concern was that an experience similar to what happened <br />with the Kempland bridge should be avoided. She said those living near the <br />Kempland bridge were told repeatedly that the work would be finished and the <br />bridge reopened, but it has been closed nearly a year. Mr. 011endorff said <br />that bridge is expected to be open within two weeks. He said it was not real- <br />ized how much work was needed until after the contractor started work and <br />found the bridge to be much more deteriorated than anyone suspected. He said <br />
