Session 1759
June 7, 1999

Law Enforcement Equipment Co ...................... $28,870
Leon Uniform Co ................................. $30,783

The original budget estimate of $33,000 has been reduced to $31,000 due to these
favorable bids. Mr. Ollendorff recommends accepting the bid of Leon Uniform Co. of
$30,783 since they have provided excellent service in the past and have most items in
stock rather than needing to be ordered. The less expensive bid is from a company which
has not always filled our orders in a timely fashion. The recommended bidder allows most
officers to obtain most clothing on the same day it is ordered.

#3 - Price Road Resurfacing: The City of Ladue has received bids for repaving Price Rd.
from Clayton Rd. to their north city limits. They also received bids for resurfacing our
portion of Price Rd. which goes from Westridge Ct. north to Delmar. Mr. OIlendorff
recommends accepting the bid by Burne & Jones Construction Co. in the amount of
$9,638 plus up to $900 to reimburse Ladue's engineering fees for the repaving of
University City's portion of Price Rd. The second bid received by Ladue was for $10,886
while our engineer's estimate for this work was for $12,256. The work is needed and it
appears to be in the best interest of the citizens of both cities to pave the entire road at the
same time.

Mr. Munkel moved adoption of the consent calendar. Mr. Lieberman seconded the motion,
which carried unanimously.

AGENDA #2 - AMENDMENT AND ADOPTION OF ANNUAL BUDGET:

Mr. Ollendorff recommends that Council adopt the budget for the 1999-2000 fiscal year
with corrections and' amendments as agreed upon during budget study meetings. This
budget maintains our high quality of service without tax increases.

Mr. Wagner moved ~,pproval. Mr. Sharpe seconded the motion, which carried
unanimously.

AGENDA #3 - CONDITIONAL USE - 8341 OLIVE:

Mr. Ollendorff concurs with the Plan Commission and staff that the proposed new
convenience store at the Clark Station on Olive be approved and encouraged. Approval
should be with acceptance of conditions to include compliance with sign code, regular litter
and debris removal from the site, adequate trash and refuse disposal containers,
installation of site proof fencing acceptable to City staff at the north line, installation of
approved landscaping, acceptance of modified setbacks, acceptance of 76% site coverage,

3
