<br /> <br /> <br /> <br />Traffic Commission <br /> <br /> <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br /> <br />The Traffic Commission’s purpose at this meeting was to address the proposed traffic <br />signal installation at the above mentioned location. Commissioner Stefany Brot expressed <br />her support of the traffic signal installation especially to increase safety for senior citizens <br />of the area. Another comment by Ms. Brot was that the City had made requests to the <br />County for this signal at other instances, which had been turned down, and this time it <br />looked like the County would possibly agree and grant the signal. Other Commissioners <br />did not have any opposition to the proposal. <br /> <br />The Commission heard public comments from Sarah Hanly, resident at 7050 Washington <br />Avenue, and member of the Mayor's Task Force on Bike and Walkability regarding <br />allowing shared bicycle use on Delmar Boulevard near the area to be redeveloped, bicycle <br />racks installation and direct pedestrian access from the public sidewalk to the proposed <br />Walgreens store within the redeveloped lot. Ms. Hanly was asked to send her comments <br />related to the redevelopment in the private lot directly to the City’s Community <br />Development Department and that Delmar Blvd. is under the purview of St. Louis County. <br /> <br />Mrs. Gutierrez explained that the Developer’s traffic engineer Crawford, Bunte and <br />Brammeier (CBB) had presented the City with the preliminary findings of their Traffic <br />Impact Study and the City reviewed and responded with a request for further clarifications. <br />CBB then responded with a letter addressing all of the City’s various questions/requests <br />for information, which was presented on July 13, 2011 to the Traffic Commission. St.Louis <br />County was consulted as well on July 13, 2011, and overall it is their opinion that the traffic <br />signal will be warranted, after some additional information is provided to complete the <br />traffic impact study analysis. <br /> <br />CBB’s traffic impact study evaluates the effects of a new traffic signal at this location. As <br />part of the analysis, Lee Cannon from CBB explained that Delmar Boulevard carries a <br />daily traffic volume between 14.000 and 18.000 vehicles per day. The capacity of Delmar <br />Blvd. in terms of traffic volume is 30.000 vehicles per day. The analysis included the <br />general determination to identify if it is worthwhile to stop Delmar Blvd traffic to let Delcrest <br />Drive traffic safely and efficiently access Delmar Blvd. This is determined through the use <br />of traffic warrants process as identified by MUTCD, which St. Louis County also <br />recognizes. The results of the analysis indicated that the proposed installation of the <br />traffic signal meets the warrants, it will allow efficient traffic flow in the area and will <br />improve safety for drivers and pedestrians crossing Delmar Blvd and Delcrest Drive <br />(West). It will also improve opportunities for Berick Drive, Oakbrook Lane and Delcrest <br />Drive (East) to efficiently access Delmar Blvd. Mr. Cannon stated that St.Louis County is <br />agreeable with the installation of the traffic signal. <br /> <br />Commissioner Stefany Brot made a motion to have a new traffic signal on Delmar at <br />Delcrest Dr. (West), seconded by Commissioner Smith and unanimously approved. <br />Commissioner Henderson added to the motion that this approval is contingent to St.Louis <br />County’s approval since Delmar Blvd. is a County Arterial. <br />Traffic Commission Minutes – July 13, 2011 Page 3 <br /> <br />
