The installation of the planter boxes/barriers led to lower speed limits and added signs. Commissioner Womack asked the two residents of Waldron Avenue and Purdue Avenue to compromise as the Commission realized that both residents have valid points. Both residents would be agreeable with the installation of the speed limit sign on Quendo facing north near Canton Avenue and with the installation of a stop sign to replace the yield sign currently at Carlyle Ave and Waldron Ave intersection. Ms. Gutierrez explained that the installation of a new stop sign needs to be warranted and that request can be examined at the next traffic commission meeting once accident report, traffic counts, speed data, visibility and geometry has been analyzed. Commissioner Bondareff made a motion to deny the through traffic petition, install a speed limit sign on Quendo Avenue south of Canton Ave and to consider at a future traffic commission meeting the installation of a stop sign on Carlyle and Waldron Ave intersection. Motion seconded by Commissioner Smith and unanimously approved. 4. Request to install No Through Traffic Signs at alley north of Olive Blvd between Pennsylvania Avenue and Etzel Avenue. Commissioner Henderson explained that the Public Works Department is requesting that the Traffic Commission require submission of a petition signed by the property owners of the block affected by this request to future consider it. According to the Lynn Rossel, resident at 7015 Olive Boulevard, the alley was vacated years ago by the City. Mrs. Rossel explained the speeding problems on the alley and the safety concern that some of the property owner have experienced. Commissioner Henderson explained that in order to install a No through Traffic Sign, the residents need to submit a petition signed by over 70% of the property owners of this block to consider this request. 5. Stop signs not warranted at intersections with vacated walkways. Commissioner Henderson presented the item to remove three (3) stop sign intersections from the Municipal Code section 10.36.090 Stop Intersection – Vehicles to stop at certain intersections.
