BILL 9133 <br /> - An ordinance ordering the levy and fixing the rate of property taxes to be <br />collected in the City of University City for the Year 2011 to provide for General <br />Revenue, Police and Firefighter Retirement, General Obligation Bond Debt Service, <br />and for the University City LOOP Special Business District and the Parkview <br /> <br />Gardens Special Taxing District. <br /> <br />Introduced by Ms. Ricci <br />3. BILL 9134 <br /> – An ordinance ordering the levy and fixing the rate of property taxes to <br />be collected in the City of University City for the Year 2011 to provide for the <br />establishment and maintenance of a free Public Library and Reading Room. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Paul Schoomer, 7 Princeton <br />Mr. Schoomer thought it reprehensible that the Council made no public notice of the <br />passing of two public servants in the past week, of Larry Lieberman and James Damos. <br /> <br />Donna Leach-Heimos, 7700 Amherst Ave. <br />Ms. Heimos asked if the new firehouse plans have it being built as a LEED- certified <br />building? She said if a new firehouse were built maybe the City could renovate the <br />existing fire station for the police department, providing it would follow the new green <br />building codes. Ms. Heimos asked on the City Manager’s report number 4, if the asphalt <br />mix would be made of a more pervious product. She asked about the salt mix in the <br />City Manager’s report if it would be a pure salt mix or mixed in with another product for a <br />better run-off. <br /> <br />Sylvia J. Morris, 7431 Wellington Ave. <br />Ms. Morris just heard about the redistricting and wanted to know if there was a vote, if it <br />has been presented to the public, where it stand, is there an update. <br /> <br />Mayor Welsh noted that the Council just held a Public Hearing earlier in the meeting on <br />it and the first reading of the bill will come up September 26 and the final readings and <br />vote on October 10. She suggested she contact Mr. Walker for changes that have been <br />proposed. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Glickert said he was planning on making mention of the passing of Larry Lieberman <br />and his 29 years of service to the City. He said he will be missed and his commitment <br />and legacy will carry on. Mr. Glickert said he also went to school with one of Chief <br />Damos’ sons. He noted that the Chief and his dad were fraternity brothers at St. Louis <br />University. Chief Damos expected excellence out of University City’s police department <br />and got it. Mr. Glickert asked Mr. Walker if he could get Council some information on <br />the consortium of Galveston/Houston that the City seems to be working with more and <br />more. <br /> <br />Mr. Crow brought to everyone attention and congratulate of University City’s citizen, <br />Caroline Hermeling for receiving from legal services of Eastern Missouri the Equal <br />Access to Justice Award that that is named the Robert Ralston Chubb award. She has <br />been a long time resident of University City and is a partner of Husch Blackwell. Mr. <br />Crow also joined with Mr. Glickert in reaching out to Mr. Lieberman family as they have <br /> 10 <br /> <br /> <br />
