Commission, and enacting in lieu thereof a new section to be known as “Section <br />2.28.050 Tax Increment Financing Commission”, thereby amending said section so <br />as to Update it to reflect changes in state law. <br /> <br />Ms. Ricci moved to approve Bill 9130 and was seconded by Mr. Crow. <br /> <br />Roll Call Vote was: <br />AYES: Ms. Ricci, Mr. Kraft, Mr. Crow, Mr. Glickert, Mayor Welsch. <br />NAYS: none <br /> <br />Bill 9130 carried with a majority and became Ordinance 6865. <br /> <br />4. BILL 9131 - <br />An ordinance declaring the 6600 block of Bartmer and Crest Avenues <br />redevelopment area blighted under the Land Clearance for Redevelopment Authority <br />law; approving a redevelopment plan for the area; and finding that the redeveloper is <br />qualified for tax abatement. <br /> <br />Mr. Glickert moved to approve Bill 9131 and was seconded by Mr. Glickert. <br /> <br />Roll Call Vote was: <br />AYES: Mr. Kraft, Mr. Crow, Mr. Glickert, Ms. Ricci and Mayor Welsch. <br />NAYS: none <br /> <br />Bill 9131 carried and became Ordinance 6866. <br /> <br />5. BILL 9132 – <br />An ordinance to establish a procedure to disclose potential conflicts of <br /> <br />interest and substantial interests for certain Municipal Officials. <br /> <br />Ms. Ricci moved to approve and was seconded by Mr. Glickert. <br /> <br />Mr. Kraft moved to amend in Section 2 of Bill 9132, that “and 105.461.1” be deleted <br />and in Section 3 the words in parenthesis “(if employed full time)” be deleted. It was <br />seconded by Ms. Ricci. <br /> <br />Roll Call vote on amendment moved by Mr. Kraft was: <br />AYES: Mr. Crow, Mr. Glickert, Ms. Ricci, Mr. Kraft and Mayor Welsch. <br />NAYS: none <br /> <br />Ms. Ricci moved to amend Section 2 dealing with the timing of the disclosure, stating <br />shall “as soon as possible or within 24 hours of learning of the same but in any event <br />before he or she votes on the measure” instead of “within 24 hours.” There was not <br />a second for this amendment. <br /> <br />Mr. Kraft stated that Mr. Mulligan recommended updating Section 4 as part of the <br />current Missouri statute. Mr. Mulligan said he recommends the amendment read, <br />“Duplicate disclosure reports made pursuant to this ordinance, in the format <br />approved by the Missouri Ethics Commission, shall be filed with the City Clerk and <br />the Missouri Ethics Commission. The City Clerk shall maintain such disclosure <br />reports available for public inspection and copying during normal business hours.” <br />Mr. Mulligan said this eliminates the need to attach the forms to the ordinance and <br /> 8 <br /> <br /> <br />
