<br />3. BILL 9134 - <br />An ordinance ordering the levy and fixing the rate of property taxes to be <br />collected in the City of University City for the Year 2011 to provide for the <br />establishment and maintenance of a free Public Library and Reading Room <br />Mr. Kraft moved to amend numbers according to the final St. Louis County’s <br />numbers provided as follows: <br />Section 1 – 0.244 becomes 0.241. <br />The amendment was seconded by Mr. Glickert and carried unanimously. <br /> <br />Mr. Kraft moved to approve Bill 9134 as amended and was seconded by Mr. Glickert. <br /> <br />The second and third reading took place. <br /> <br />Roll Call Vote was: <br />AYES: Mr. Kraft, Mr. Glickert, Mr. Price and Mayor Pro-tem Sharpe. <br />NAYS: none <br /> <br />Bill 9134 carried with a majority and became Ordinance 6870. <br /> <br />N. BILL 9136 <br /> – An ordinance authorizing the City of University City, Missouri, to amend <br />the trust indenture pursuant to which its Industrial Development revenue bonds <br />(Winco Redevelopment Corporation, Inc. project) series 2003 in the original principal <br />amount of $5,800,000 were issued; and authorizing certain other actions in <br /> <br />connection therewith <br /> <br />Introduced by Mr. Price <br />2. BILL 9137 – <br />An ordinance amending Chapter 1.08 of the University City Municipal <br />Code, relating to corporate boundaries and ward boundaries, by repealing Section <br />1.08.020 thereof, relating to wards, and enacting in lieu thereof a new section to be <br />known as “Section 1.08.020 wards”, thereby amending said section so as to change <br />the boundaries of the City’s three wards. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Mark Hubbard, 816 Pennsylvania <br />Mr. Hubbard came to Council to express concerns about a neighbor conflict concerning <br />a temporary fence he erected in the front of his building to keep dogs off, in order to <br />establish growth of new grass. Mr. Hubbard also asked if every time the neighbor called <br />the police, if the police would make a report in order to see the number of harassing <br />complaints the neighbor calls into the police. <br /> <br />Mayor Pro-tem told Mr. Hubbard to call the City Manager Mr. Walker in the morning for <br />discussion. <br /> <br />Elaine Morros, 7000 Amherst <br />Ms. Morros spoke on a neighbor dispute concerning a hedge between properties and <br /> 6 <br /> <br /> <br />
