Session 1668, Minutes
June 3, 1996

Page 3

Bus Services - Summar Playground Program (#5). Invitations to bid on providing bus services for the
Parks and Recreation 1996 summer playground program (budgeted at $6,600) were sent to three
vendors, with the following response:

Ryder Transportation Services

$5,665.50

Ryder bid $22.50 per hour including wait time. They will charge a fiat $88.00 per bus for the Monday
and Wednesday swim trips. The above total is an estimate based on the program's current schedule.
The recommendation is to contract with Ryder Transportation for the estimated amount of $5,665.50.

Mr. Wagner moved approval of the Consent Calendar. Mr. Schoomer seconded, and all voted Aye.

PUBLIC HEARING-. PARKING GARAGE. 6319 DELMAR

The City Manager said a public hearing was scheduled for 7:30 p.m. this date and place to hear com-
ments on the City Cotmcil's decision to improve parking in the Delmar Loop by constructing a three and
a half story facility with 139 parking spaces and room for four retail stores, with 15% of the cost to be
assessed against adjacent benefitting properties. Following the public hearing, Council may determine
it is in the public interest that such improvement be made, and that plans and specifications be approved
to advertise for bids.

Mayor Adams opened the public hearing at 7:41 p.m. There were no requests to speak, and the public
heating was closed at 7:41 p.m.

Mr. Schoomer moved that bids be taken as recommended. Mr. Wagner seconded the motion, which
carried unanimously. Mr. Ollendorff said the bids should be ready for the June 24 Council meeting.

PUBLIC HEARING - PARKVIEW GARDENS REHAB TAX ABATEMENT

The City Manager said a public hearing was scheduled for 7:30 p.m. this date and place to invite com-
ments on the proposed tax abatement of 10 years frozen at assessed value on land only, and then four
years with 50% of the value of the improvements added, for nine apartment buildings being rehabbed
by the Parkview Gardens Association. He said this level of tax relief is consistent with Council policy
and the level of abatement given last year for similar projects except for excluding current building value.

Mayor Adams opened the public hearing at 7:43 p.m. Mr. Schoomer said he understood legislation was
to be introduced on this matter during this meeting, and Mayor Adams said that was correct. No one
else asked to speak and the public hearing was closed at 7:44 p.m.

CONDITIONAL USE AMENDMENT - 6300 DELMAR BOULEVARD

The City Manager concurred in the Plan Commission's unanimous recommendation to deny the request
