<br />Ms. Brot’s motion to deny a liquor license until this restaurant has been successfully in <br />business for six months was seconded by Mr. Wagner. Denial passed with four Ayes and <br /> two Nays from Mr. Glickert and Mayor Adams. <br /> <br />3. Petition for license to sell 5 % and 14 % intoxicating liquor by the package at retail. <br />The owner of the Olive supermarket at 8041 Olive Blvd. applied for this license. Due <br />to problems with the application, <br /> <br />Mr. Price moved that this application be denied and was seconded by Mr. Wagner. <br /> <br />Ms. Brot requested more complete background information from the owner. <br /> <br />The denial was approved unanimously. <br /> <br />The City Manager said that she would have a new petition filled out by Pho Long and <br />would investigate more fully the petition request by Mr. Jiang. <br /> <br />CITY MANAGER’S REPORT <br />1. Community Development Block Grant (CDBG) <br />Ms. Feier reported that St. Louis County had rescinded their request that we reallocate <br />our Federal CDBG fund. <br /> <br />Mr. Wagner thanked Ms. Botwinick for her diligent work in getting the funds reinstated <br />for energy assistance for low income people and for food for the hungry. <br /> <br />Ms. Brot asked the City Manager to follow through with St. Louis County to ensure that <br />University City’s contributions to the energy assistance program administered by the <br />County be allocated to low-income people living in University City. These monies must <br />additional <br />be monies (not replacement) for those already approved by the County. <br /> <br />2. First Quarter Budget Transfer <br />Ms. Feier reported that St. Louis County had rescinded their request that we reallocate <br />our federal CDBG funds. Ms. Feier said that this does not alleviate our need to secure <br />funds for medical transportation for senior citizens. For the short term, she is <br />recommending that we provide the Senior Board with $18,000. In the long term we <br />need to see how to incorporate the medical transportation for senior citizen services <br />into the City’s responsibilities rather than be administered by volunteers. <br /> <br /> Ms. Feier is recommending the following budget transfers: <br /> $18,000 for medical transportation for senior citizens <br /> $36,000 for web design <br /> $27,000 for purchase of six police tough books, strong, well-built lap tops for <br /> police cars <br /> $8,000 for purchase of a new phone call que program for the Plan <br /> Department <br /> $6,000 for the government inspection project mods, software for <br /> Environmental Inspectors <br /> <br />I <br /> <br />
