COUNCIL REPORTS AND DISCUSSION <br />1. <br />Council Liaison reports on Boards and Commissions <br />Mayor Welsch called to Council’s attention to the packet that was on their desk; one <br />sheet was for reappointments for which the Council liaison needs to do the <br />reappointments and one sheet for the appointments that needed to be made by the <br />appropriate Councilmember. The goal is to have appointments made prior to a term <br />expiring in order to be sure that each commission has a full legal contingent of <br />people on it. The form before Council now notes the term expiration date for the <br />person who will be replaced. Mayor Welsch noted that Council needs to make <br />appointments by the end of expiration of that term or it will be moved to the next seat <br />who will have 30 days to appoint and it not appointed, it will move to the Mayor for <br />appointment. <br /> <br />Mr. Kraft said he thought the Plan Commission appointment was for seat 1B not seat <br />1A. He said for clarification, when he read Council Rules, the 30 days started when <br />the seat became vacant not when it was assigned. <br /> <br />Mayor Welsch noted that this was one of the things she and Mr. Glickert will be trying <br />to clarify in Council’s Rules. She said the goal is not to have a month or two without <br />a properly-appointed person on any of the Boards or Commissions. Mayor Welsch <br />said the City Clerk is notifying Council members a month or two in advance of the <br />expiration date of a member’s term. <br /> <br />Ms. Ricci asked about the red boxes under term and wanted to know what the red <br />boxes under name meant. <br /> <br />Joyce Pumm said when the red box is under a name, it is to signify that there was a <br />resignation, a member has moved, or the position is open. The red box under <br />expiration has a formula that will turn the box red when it is 60 days prior to the <br />expiration date listed. Ms. Ricci asked if a position does not have a <br />Councilmember’s seat assignment does that mean it is done by the body, as the <br />Special Loop Business District? Mayor Welsch agreed that is the case. <br /> <br />Ms. Ricci said she had asked the staff liaison of Parks Commission to provide <br />Council with minutes of Park Commission meetings and she asked Green Practices <br />to do the same, so Council knows what is going on with those Boards and <br />Commissions. <br /> <br />Mayor Welsch noted the subcommittee consisting of her, Mr. Sharpe and Mr. Price <br /> 3 <br /> <br /> <br />
