A&E will also perform time and material service on older equip- <br />ment. As A&E has held the City's service contract for many years, it was recommended that their <br />contract be renewed for $17,268. This is a reduction of $2,437.20 from last year's cost. <br /> <br />Delmar Parldng Crarase Architect Contract (#3). The City Council previously selected Desman Associ- <br />ates to design the proposed parking facility across from the Tivoli Building and authorized the work to <br />begin. Bond issue money is available for this project. The design contract has been negotiated and is <br />now recommended for approval with a base fee of$114,000, which is the amount stated in the feasibility <br />study accepted by the Council last September. Substantial design work has been completed and prelimi- <br />nary plans approved. <br /> <br />Mr. Schoomer moved approval of the Consent Calendar. Mr. Lieberman seconded, and all voted Aye. <br /> <br />SOLICITATION PERMIT REOUEST - FUND FOR PUBLIC INTEREST RESEARCH (FOR <br />MOPIRG) (FORMER CONSENT CALENDAR #4) <br /> <br />The City Manager said the Fund for Public Interest Research plans to conduct its annual door-to-door <br />campaign on behalfofMoPIRG (Missouri Public Interest Research Group) for the period July 1 through <br />August 1, 1996. They will collect financial contributions and petition signatures. The organization has <br />certified that fundraising costs will not exceed 25% of the total raised. Approval is recommended. <br /> <br />Mrs. Thompson moved approval, and Mr. Schoomer seconded the motion. <br /> <br />Mr. Lieherman did not object to MoPIRG, but opposed door-to-door solicitation as an invasion of pri- <br />vacy and intrusion at inconvenient times for many. He objected to asking for money by going door-to- <br />door, and said most neighborhood organizations were opposed, also. He felt solicitation should be done <br />by standing in front of businesses where permission has been given to solicit. He asked about the hours <br />involved, and Mr. Ollendortfsaid the federal courts ruled that it must be permitted until 8 p.m. and that <br />cities may not deny such groups the right to solicit. <br /> <br />Mrs. Thompson felt door-to-door solicitation may frighten residents. <br /> <br />All voted Aye except Mr. Lieberman, who voted Nay. <br /> <br />PUBLIC HEARING - 1996-97 BUDGET <br /> <br />The City Manager said a public heating was set for 7:30 p.m. this date to invite public comments on the <br /> <br /> <br />
