e. What do you anticipate for the total project costs? The construction <br />costs are estimated at about $2.5 million for this section. <br />f. What is the construction time? It will take one construction season. <br />Before the end of next year, pending weather delays. <br />g. How will it get from Ackert Park to the I-170 section? It will go from <br />Heman Park, along Vernon, maybe through Wilson to connect. That <br />section has not yet been designed. <br />h. Is there cooperation between the Mayor’s Bike and Walk task force and <br />this project? Yes, the Centennial Trailway is included in the Bike and <br />Walk master plan draft. <br />i. Will the trail go along the north side of Ruth Park or the south side? <br />There is a proposed alignment; however, it’s still out for review and <br />undecided. Patrick will come back to share additional information at <br />another time as the trail develops. <br /> <br />4. Presentation on the Parkview Gardens Neighborhood Sustainability Plan – Tim <br />Breihan, H3 Studio <br />a. This plan involves St. Louis City? Yes, St. Louis City was involved in this <br />plan. The project is multi-jurisdictional. <br />b. What percentage of the housing is to be leased versus for sale? We <br />would anticipate that a lot of that will be driven by the market. The <br />neighborhood today is primarily renter occupied. Moving forward there <br />are opportunities to increase homeownership through new types of <br />housing products and through rehabs or conversions of existing housing <br />and condos. The market study did indicate that there is a significant <br />market for mid and low rise condos. Based on the market study, there is <br />a significant untapped market that exists in this neighborhood for a type <br />of housing product that is not available in this neighborhood. <br />c. Is it more like the Central West End? Yes, the CWE is probably the best <br />comparison in terms of other neighborhoods in St. Louis that have seen <br />revitalization. <br />d. What are the steps that are being taken to make sustainability a reality? <br />Where’s the money, analysis, design criteria and the restraints in the <br />process? That is actually the current stage of the process now. The first <br />step was to begin to integrate this idea of a neighborhood form to the <br />realities of the market. Now we are beginning to identify and provide the <br />design guidelines, design, solutions and policy recommendations for the <br />sustainability systems for the open space. The next public meeting will <br />include a more comprehensive plan. <br />e. What does economic sustainability mean? It’s the idea that communities <br />and neighborhoods need to be able to support themselves through tax <br />revenues and through increasing property values. The plan considered <br />making sure that there is sufficient development and land use that <br />generate the necessary support for the existing and new infrastructure. <br />Creating jobs is another major component of the project. The mixed <br />used development option will help diversify the neighborhood and bring <br />in offices and other non-residential uses as a major development <br />component. <br />24 <br />Page of <br /> <br /> <br />
