• Notification and call for entries are posted and sent out in late August and February.
Entrants may either request an entry form or download such form from the CALOP web site.
• Forms and supporting data are submitted to CALOP (multiple copies) in a timely
manner.
• The Commission reviews all applications and recommends final interviews with those
applicants chosen.
• After the Commission conducts the interviews and holds discussion on each finalist, a
vote is taken to award grants and to determine grant amounts. (The Commission may elect a
revised proposal prior to granting any funding to a finalist.)
• Grants are awarded per the amount budgeted for each of the two grant cycles.
• Each grantee is issued a contract (per attachment) and once signed and approved is
given grant money in four installments. The first payment is made at the initiation of the
signed agreement, the second and third payments on completion of certain specified criteria
toward the completion of their project and an appearance before the Commission, and the
fourth on delivery of the project as specified in the signed contract.
CALOP has established a policy of seeking specific grants for films on topics of importance
to the citizens, commissions, and organizations of University City primarily and the Region
as it affects University City.
• Proposals submitted in response to a request for proposals should be presented through a
Commission member who will champion that proposal. The Commission will decide by vote
whether to proceed with the request.
•The proposal should include the who, what and why it is of importance to University
City and/or the Region.
• The Commission will then vote on commissioning a producer or appoint a mentor or
producer.
• The Commission will also decide the award amount with regards to budgeting
constraints.
• If necessary, CALOP will conduct an open competition and interviews of all applicants
to determine that person or persons who are to receive such grant money.
• The grant recipient will be paid in much the same manner as are regular grant round
recipients.
