<br />Yvonne Rosen, owner in Building 3 of Delcrest Condominiums, asked about the length of time <br />of the project. She stated that Mansions on the Plaza took 3 years. She asked if there was a time <br />frame for the development. <br /> <br />Mr. Braswell stated he anticipates the construction time to be 15 to 16 months. He would like to <br />break ground in spring of 2012. <br /> <br />Rae Tash, with the Delcrest Condominium Association stated she is concerned about the noise <br />generated by a trash compactor. She also stated she is concerned about the façade of the <br />proposed development, specifically in comparison with Mansions on the Plaza. <br /> <br />Mr. Braswell stated that the façade will be a combination of brick, stucco, and cement siding. <br /> <br />Donna Leach, resident at 7700 Amherst Avenue and chairperson of Green Practices Commission <br />asked if there would be a recycling area. <br /> <br />Mr. Braswell stated that there would be a recycling area. <br /> <br />Mr. Halpert closed the public hearing. <br /> <br />Mr. Halpert thanked the members of the public for coming to the meeting. He stated that no <br />matter what happens, the Plan Commission can only address certain items and encouraged those <br />in attendance to also attend the City Council meeting when this proposal goes to City Council. <br />Mr. Halpert also encouraged the citizens in attendance and the developer to work together to <br />resolve the trash issue. <br /> <br />Mr. Lai addressed the concern with noise from the trash compactor stating that the Zoning Code <br />has performance standards to address noise. The Plan Commission could add a condition <br />addressing hours of operation for the trash compactor. Mr. Lai also added that cracks in the <br />condo units are a civil matter between property owners and the developer. <br /> <br />Ms. Greening made a motion to approve the Conditional Use Permit for common recreation <br />facilities and rental offices for the proposed multi-family development with two <br />recommendations that the trash compactor be moved to a location that meets the needs of the <br />Delcrest Condo residents and that Mr. Braswell work with the residents of Delcrest <br />Condominiums to address their concerns. <br /> <br />Mr. Byrne expressed concern about where to move the trash and it may not be possible. The <br />options are limited. He suggested the option to possibly limit hours of operation of trash <br />compactor in case the compactor cannot be moved. <br /> <br />Ms. Greening stated that she did not wish to change the conditions in Attachment B and that her <br />comments were just a recommendation. <br /> <br />Ms. Greening re-stated the motion to approve the Conditional Use Permit for common recreation <br />facilities and rental offices for the proposed multi-family development with the Conditions in <br />tm; E <br /> <br /> <br />
