CITIZEN COMMENTS
Richard Dockett, 6844 Crest Ave.
Mr. Dockett thought the Queen of Sheba restaurant would be well received and he
thanked the owners for coming forward and speaking at the Council meeting.

4. Liquor License for packaged liquor at 8041 Olive, the Olive Supermarket
Ms. Brot said that the background information was questionable and would like for
the owner to come back when the information has been straightened out. Ms. Ricci
agreed that Council wants Olive Market to succeed and would like them to tackle
the information appearing on the background check.

Mr. Glickert moved to have this approval denied without prejudice, seconded by Ms.
Ricci and was unanimously denied.

5. Request for special use permit at 8671 Olive for Gateway Bible Church, a not-for-
profit facility
Mr. Price moved for approval with all conditions, seconded by Mr. Glickert and was
approved unanimously

6. Parks’ Department printing of recreation guide with proposed fees.
The Parks’ Commission did not have a quorum at its last meeting so was not able to
vote on approval of the new recreational guide and fee changes suggested by
Director MacCartney.

Mr. Glickert said that he did not receive any information on the fee increases and
noted that the percentage increase was higher for residents than non residents. He
said the increases looked like it was just an arbitrary number picked without any
support other than staff recommendation.

Ms. Brot did not think Council had enough time to discuss material presented by
Ms. MacCartney at the last study session. She wanted to go on record saying that
this was not the first time Council has been rushed into something so the recreation
guide can go to print especially now without the Parks’ Commission’s
recommendation due to lacking a quorum. Ms. Brot questioned this process.

Mr. Price was not in favor of a resident fee increase. He would like to defer this
back to the Park Commission. Mr. Sharpe, Jr., wanted Ms. MacCartney to have a
meeting with Council to explain in more detail, the price increases.

Ms. Ricci said that Council did not have an opportunity to ask questions and get into
the fee structure at the last study session. She did not realize that this would be on
the agenda until she received her material for this meeting. She proposed that the
printing go forward with current rates with an asterisk to signify that the fee would be
subject to an increase of up to five percent.

Ms. Brot thought that additional benefits added to membership were a plus and
needed to be publicized. She was in favor of Ms. Ricci’s suggestion.
