The Mayor followed-up by saying that residents should be reminded of the opportunities to <br />serve on Boards and Commissions and encouraged them to submit their applications. <br /> <br /> Mr. Price asked how can two people appointed at the same time to serve on the same <br />Commission where one gets reappointed and the other does not. The Mayor said that <br />most of the Commissions are two terms unless there is a special request by the Council <br />liaison. She noted that someone may be appointed to fill an unexpired term and if it is <br />more than half of the term left to serve, the new member will complete that term but <br />would still be eligible to serve two more terms. The Mayor said if they are appointed to <br />serve more than half of an unexpired term, they will only be eligible to only serve one <br />additional term. The City Clerk said that there was a recent exception made by Council <br />for the President of CALOP to serve a third term because of the change in its funding <br />and the Council approved it. Mr. Price asked at whose discretion was the exception <br />made. The Mayor said the exception for reappointments is made by the Council liaison. <br />The motion to appoint Mr. Totherow carried unanimously. <br /> <br />4. Mayor Welsch moved to nominate Eric Vanderhoef for reappointment to the L.C.R.A. <br />Commission, was seconded by Mr. Glickert and the motion carried unanimously. <br /> <br />G. SWEARING IN <br />Kay Watts was sworn in to the Arts & Letters commission in the City Clerk’s office. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />George Lenard, 7232 Shaftesbury Avenue <br />Mr. Lenard said the censure of the ICMA had no impact on Mr. Walker’s ability to continue to <br />provide his excellent management skills. He said that the failure to openly address the issue <br />has led to suspicion, exaggeration and misinformation. Mr. Lenard said the ICMA violations <br />were not ethical rules but rather an enforcement action directed at protecting the job security of <br />ICMA members rather than at protecting the public interest. Mr. Lenard asked that his <br />complete comments be part of the minutes and are attached at the end. <br /> <br />Stanford Carp, 911 Barnard College Lane <br />Mr. Carp spoke on an editorial in the Post-Dispatch that addressed the Sunshine Law which <br />led to a crisis of government in U City. He presented questions the Council and to the City <br />Attorney as to what they knew and what advice was given concerning the ICMA censorship. <br />Mr. Carp addressed his complaint against the Landscape Architecture, the Mayor and the City <br />Manager concerning the lights on the driving range. <br /> <br /> Mae Etta Weston, 1595 Mendell <br />Ms. Weston stated that she did not receive any notification of being replaced on the CALOP <br />Commission. She asked that future members be given the courtesy of being thanked for their <br />services. <br /> <br /> Richard Dockett, 6844 Crest Avenue <br />Mr. Dockett was not happy with moving the Seniors to Centennial Commons. He said the area <br />was too small for the number of people in attendance and he would like to return to Park <br />Community Center. <br /> <br />Kitty Underwood, 850 Wild Cherry Lane <br />Ms. Underwood commented on the Post Dispatch editorial talk about shenanigans. She said <br />University City cannot afford to have shenanigans and things done in the back room. She <br />questioned anyone voting to change the contract, as to what their ethical behavior was. <br />2 <br /> <br />
