Session 1657, Minutes
January 8, 1996

Page 3

had gone into its formulation. She felt all involved should be proud of the Plan. She noted the first
paragraph discussed River Des Peres improvements in this area and money committed by MSD, and
she wished to know how this fit into the overall River Des Peres project, and also what the City's
financial responsibility is. Mr. Ollendorff said the City has no responsibility for this portion; MSD has
agreed to remove this section, which is not eligible for Corps of Engineer funding, from the overall
project. Mrs. Schuman emphasized the need to keep up the activities that worked well, i.e.,
concentrated housing code enforcement efforts and environmental inspections. She noted this would
be valuable in other neighborhoods as well, before problems grow nearly unmanageable. She then
referred to a detailed traffic safety analysis budgeted for the Darstdale and Canton neighborhoods and
asked what it entailed. Mr. Ollendorffsaid it entirely depends on the 82nd Blvd. bridge; if it is closed,
a major study must be undertaken to see what can be done with rerouted traffic. If not closed, it will
be a minor study of individual local problems. Mrs. Schuman referred to the section on youth
programs and the need for expanded recreation opportunities, noting that leaders in these neighbor-
hoods have emphasized that such programs are needed, and in some cases have organized programs
themselves. She was pleased that staff will pursue this, and she does not believe that residents give
such programs a low priority.

Noting that it is an unfinished document, Mr. Schoomer moved approval. Mr. Wagner seconded the
motion, and all voted Aye.

HOOK LIFT TRUCK - MRF (former Consent Calendar Item 84)

The City Manager said invitations to bid on the purchase of a hook lif~ truck for the MRF facility
were sent to eight area dealers. The vehicle will load, unload and transport 30 cu.yd. open top roll-
off containers with a payload of 40,000 pounds for the City's recycling program. Budgeted amount
was $95,000. Four dealers submitted responses containing from one to six alternate bids. The two
lowest from each dealer are as follows:

Downing Sales & Service (Bid 82)
Downing Sales & Service (Bid 81)
Key Equipment (Bid 82)
Key Equipment (Bid 81)
Armor Truck Sales (Bid 8A)*
Armor Truck Sales (Bid 82)*
Eco Systems (Bid 8B)
Eco Systems (Bid 8D)

Total Delivery
$92,464.25 110-140 days
$89,887.25 110-140 days
$91,566.00 27 days
$90,226.26 150 days
$88,714.00 10-15 days
$87,710.00 120-150 days
$84,595.00 75 days
$83,235.00 90-120 days

*Woman owned company

Mr. Ollendorff said this was removed from the Consent Calendar because there are several changes--
the delivery time for Key Equipment Bid 82 was changed from 65-70 days to 27 days, and for Eco
Systems Bid #B from 90-120 days to 75 days. A faster delivery time will allow the City to start
