He noted that Armor <br />Bid #A is a manual transmission, which does not meet specifications. He recommended that Key <br />Equipment Bid #2 for $91,566 be accepted. <br /> <br />Mr. Schoomer moved approval as recommended. Mrs. Schuman seconded the motion. <br /> <br />Responding to Mr. Cotton, Mr. Ollendorff said the faster delivery time of the Key Equipment truck <br />allows the City to make up in recycling revenue for the higher price of their truck over Eco Systems <br />Bid #B. <br /> <br />Mrs. Thompson asked what effort the City was making in getting bids from minority contractors. <br />The City Manager said the City makes a great effort to identify minority and woman owned firms, <br />and if the cost is under $5,000 and other parameters are equal, he will choose a minority firm; <br />anything over $5,000 goes to Council, which is advised on which are minority firms. A number of <br />directories are used--Black Pages, Minority Contracting Firms, and MO-Kan, among others. <br /> <br />Responding to Mr. Wagner, Mr. Ollendorff said all bids except the one noted meet specifications. <br /> <br />Mr. Cotton asked if the truck will be used within a reasonable time after it arrives, and Mr. Ollendorff <br />said it will be used as soon as it gets here. He noted that this truck and the forklit~ are the only two <br />pieces of equipment needed to put the MRF into full operation. <br /> <br />Mr. Wagner asked for an explanation regarding the lower monthly estimate for recyclables. Mr. O1- <br />lendorff said the market is cyclical, and prices for some recyclables are much lower than just a few <br />months ago. <br /> <br />All voted Aye. <br /> <br />PUBLIC HEARING - 7400 OLIVE SITE PLAN <br /> <br />The City Manager said a public hearing was scheduled for 7:30 p.m. this date and place to hear pub- <br />lic comment on the proposal for 43 apartments at 7400 Olive. Two three-story buildings will be add- <br />ed to the existing building to provide housing for more than 100 people. City staff has previously <br />pointed out many problems with the plan that must be addressed before it will comply with City ordi- <br />nances. Since the property is surrounded by single-family homes, the developer should be encouraged <br />to provide substantially less density than proposed, and may wish to redesign the project. It was indi- <br />cated previously that the apartments will be market rate, requiring no subsidy or tax relief. Mr. Ollen- <br />dorffnoted that a slightly revised plan was received January 3, after the deadline and too late to in- <br />clude in public hearing letters or for thorough staff analysis, although preliminary review indicates <br />many problems and failure to meet Zoning Code requirements. Notification of the public hearing was <br />sent to all homes in adjacent neighborhoods. <br /> <br />Mayor Adams opened the public hearing at 7:55 p.m. <br /> <br /> <br />
