Session 1657, Minutes <br />January 8, 1996 <br /> <br />Page 5 <br /> <br />Mr. W'dliam A. Thomas, 209 East Kirkham, representing the project sponsor, Louis Aboussie, said <br />the density numbers given Council are not realistic. He said no more than 40 people will be single <br />occupants in this facility, and the total will be much less than 100. He noted there was a zoning <br />change for this site in 1993, and he thought that permitted 44 housing units. He said both the new <br />construction and the rehabilitated building will be all masonry, with fireplaces in every unit, dishwash- <br />ers, microwaves, refrigerators, etc. He provided details of the financing arrangements with HUD, <br />and said the rental range will be $425-575. He claimed that all deficiencies indicated by the City have <br />been corrected with the exception of the landscape plan, which will be provided with the construction <br />documents and will have buffering to protect nearby neighborhoods. He said this development will <br />benefit University City and provide affordable housing. <br /> <br />Ms. Brenda Walker, 7405 Anrose Drive, said her property is south of the proposed project, and a <br />three-story building directly behind her home was not appealing. She was concerned about noise and <br />light controls and adequate buffering. She said putting 100 people on 2.9 acres would make it too <br />dense, and that she and her neighbors would find it difficult to use their backyards with so many <br />people next door. She wanted the City to be able to obtain some revenue from this site, but wished <br />to be certain there were adequate controls. <br /> <br />In response to Mr. Wagner, Mr. Thomas said there would be 66 parking spaces, which is in excess <br />of the number required. <br /> <br />Mayor Adams closed the public hearing at 8:09 p.m. <br /> <br />SITE PLAN - AUTO ZONE/7340 OLIVE <br /> <br />The City Manager recommended approval of Auto Zone's plans to enlarge their store, with the fol- <br />lowing conditions: <br /> <br />A revised landscaping plan shall be submitted to the Director of Planning for review and <br />approval. Landscaping shall be installed and maintained in accordance with the approved plan. <br />Transitional yards shall be maintained in order to provide a complete separation from residential <br />property utilizing a six foot high opaque fence as shown on the plans. The fence shall be <br />properly maintained as long as the building remains on the site. <br />Vehicular accoss to the site shall be limited to access from Olive Boulevard only. <br /> <br />Mr. Ollendorff said this is an excellent proposal in that the rear fence will be moved in and a <br />landscape area created along Wilson Avenue. Mr. Cotton moved approval. Mr. Wagner seconded <br />the motion, which carried unanimously. <br /> <br />PERSONNELREPORT <br /> <br />The Personnel report for the week ending December 30, 1995, was received and ordered filed. <br /> <br /> <br />
