<br />Ms. Moran asked about the multi-family area to the south of The Loop and if any consideration <br />was given to that area because what happens in the Parkview Gardens neighborhood will likely <br />impact that area. <br /> <br />Mr. Hoal stated that the market study conducted by Washington University mentioned <br />previously took that area into consideration. The context of the study was the area north of The <br />Loop. <br /> <br />Mr. Lai added that their scope of work was for the planning area boundaries and the impetus of <br />the planning grant was relative to the three parks north of The Loop. It does not mean we are not <br />interested in the area south of The Loop. The area south of The Loop is somewhat stable. <br />Washington University has done some improvements to housing in that area. <br /> <br />Mr. Lai stated that the Plan Commission members are welcome to attend the public workshop on <br />February 1. <br /> <br />Blighting Analysis / Redevelopment Plan: The Residences at Delcrest (proposed multi- <br />family development at 8342 Delcrest Drive). <br /> <br />Ms. Riganti stated that a blighting analysis and redevelopment plan for 8342 Delcrest Drive is <br />before the Plan Commission for their consideration. A Conditional Use Permit for this location <br />was approved by the Plan Commission in November and received approval from City Council in <br />December. The proposal for this area is a 200-unit multi-family development. Tax abatement is <br />being requested for the project in accordance with Chapter 99 of the State Statutes, a process <br />which requires preparation and presentation of a blighting analysis and redevelopment plan. The <br />applicant must first go before the Land Clearance Redevelopment Authority (LCRA). The <br />LCRA met on January 17 and granted approval of the blighting analysis and redevelopment plan. <br />The next step in the process is for the blighting analysis and redevelopment plan to be presented <br />to the Plan Commission to demonstrate conformance with the Comprehensive Plan update of <br />2005. The Plan Commission will make a recommendation to the City Council. The developer is <br />here to present the plan. An information packet was email to the Plan Commission members on <br />January 19 and also included in the agenda packets. <br /> <br />Carl Lang, one of the project developers, presented the blighting analysis prepared by <br />Development Strategies. A detailed report was included in the meeting material distributed to <br />the Plan Commission members. <br /> <br />Mr. Lang provided an overview of the site conditions including the areas of blight and safety <br />hazards. He added that the Conditional Use Permit has been approved and they are ready to <br />move forward with a multi-family development. The LCRA has declared that the property is <br />blighted. The Comprehensive Plan update shows this site as an area for redevelopment including <br />multi-family development. The property is zoned for multi-family residential development. The <br />developer would like to begin construction in summer of 2012. Mr. Lang stated that David <br />Braswell, one of the project developers, has met with the owners of the Crown Center and <br />representatives from the Delcrest Condominiums to address concerns. He added that the <br />development will enhance and add value to the area. <br />tm; E <br /> <br />
