CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Claire Hyman, 739 Harvard <br />Ms. Hyman questioned the actual total cost of the proposed Trolley will be. <br /> <br />Tom Sullivan, 751 Syracuse <br />Mr. Sullivan questioned the transparency of the newly elected Councilmembers voting on an <br />item not on the agenda. He questioned the Loop Trolley information made public and its <br />safety issues. <br /> <br />Jan Scott. 6960 Kingsbury Blvd <br />Ms. Scott was against the Loop Trolley multi-million dollar project and wanted to know who <br />was making the decisions. She said the taxpayers are going to pay for the maintenance of <br />Delmar where the trolley will run and the residents should have a vote on the final project. <br /> <br />Dean Smith, 6934 Dartmouth <br />Mr. Smith was against the Loop Trolley project now using overhead wires to run the trolley <br />around the Historic Civic Plaza. He suggested the trolley have its turn-around at Kingsland <br />instead of disrupting the historic plaza. <br /> <br />Pat Forster, 7438 Stratford Ave. <br />Ms. Forester asked if there was a representative from University City on the Loop Trolley <br />Board. She questioned the route of the trolley around Civic Plaza. <br /> <br />Rafia Zafar, 6631 Pershing <br />Ms. Zafar questioned who changed the original plans without public input and who will <br />maintain the track, overhead wires and trolley cars. Also. she was concerned with safety and <br />traffic flow. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert said the “Streetcar named no desire to nowhere” must be put to a vote of the <br />University City electorate. She said the trolley would hurt the Loop businesses. Ms. Glickert <br />was concerned with its safety and blocking emergency equipment. <br /> <br />Cirri Moran, 6652 Kingsbury <br />Ms. Moran requested a Public Hearing, with a full disclosure of all the facets of the project for <br />the citizens of University City. <br /> <br />I. PUBLIC HEARINGS <br />City Manager Mr. Walker presented the highlights of the City’s Fiscal Year 2013 proposed <br />budget. The highlights were: no reduction in City services; no increase in real estate taxes; <br />no increase in sales tax; no cost of living increases for employees for the fourth year; an <br />increase in funding for Police & Fire; a partnership with University City School District to share <br />cost of a dedicated grant writer; a funding increase for U City In Bloom; and funding for a <br />summer youth program. He noted that the City previously had five public meetings on this <br />proposed budget throughout all of the City’s wards. Mr. Walker stated there is a need for <br />additional funding for Capital Improvement Projects, CIP, for sidewalks, curbs, streets and tree <br />trimming. <br /> <br />CITIZENS COMMENTS <br />Elsie Glickert, 6712 Etzel <br />2 <br /> <br />
