<br />Mr. Crow asked how much was listed in the budget for this purchase. Public Works <br />Director Mr. Wilson stated that $50,000 was encumbered from FY 11 budget and FY <br />12 budget had in place, $175,000 for this purchase. He said the staff’s Project <br />Managers would oversee the project. <br /> <br />Mr. Sharpe moved for approval, seconded by Mr. Price and carried unanimously. <br /> <br />L. COUNCIL REPORTS/BUSINESS <br />4. Other Discussions/Business <br />Mayor Welch had the City Clerk hand out Council liaison appointments.to the City’s <br />Boards and Commissions. <br /> <br />Mr. Price asked for the funding of $15,000 requested for the Senior Youth Task Force be <br />provided in the FY 13 budget to start up a new commission. He also asked that funding <br />be added to the flood buyout new line item. <br /> <br />Mr. Crow asked the City Manager to provide Council with what votes have been taken by <br />Council in connection with the Loop Trolley. Questions he had were: who are the <br />members on the TDD; who was in charge of the project and if the City had any say in the <br />project. <br /> <br />Mr. Kraft asked if by State Statute a Public Hearing would be required. <br /> <br />Mayor Welsch said the Mayor of University City was required to be on the Transportation <br />Development District board and she replaced Joe Adams. She noted that the design and <br />implementation was done by the Loop Trolley Company that was hired to build the trolley. <br />.Mayor Welsch said that East West Gateway was hired to manage the grants. She said <br />the City has committed to no future funding for the Trolley in the Loop. <br /> <br />Ms. Carr asked who made the decisions on the Loop Trolley and was there any funding <br />from University City. Mayor Welsch stated the one-quarter million dollars from the <br />Economic Development Sales Tax was used to pay for the design of the Loop Trolley. <br />Money received from the TDD, from private donations and from the fare collection was <br />expected to cover operation and maintenance costs. She advised all concerned residents <br />to go to the meeting on Wednesday at University City Library auditorium for questions and <br />answers. <br /> <br />Mr. Kraft asked if the County legally could give back any road they did not want without <br />the City’s consent. <br /> <br />Public Works’ Director Mr. Wilson stated an advantage of the City owning Delmar was that <br />the City now can have all construction follow University City procedure requirements. <br /> <br />Mr. Sharpe asked if there was anything the City could do to say no to the project and to <br />receiving a section of Delmar. <br /> <br />M.
