<br /> <br /> Provide a plan for how the costs of constructing and operating a new facility <br />would be covered. <br /> <br /> Ensure provisions on how University City can increase the level of swimming <br />programs and involvement. <br /> <br />The Task Force found the Heman Park Pool had a healthy usage, the indoor pool <br />(Natatorium) had limited hours. They concluded that limited usage led to limited <br />revenue. The Task Force also addressed the school district’s usage. The <br />Natatorium’s original mission was for swimming education but the district has moved <br />away from this. It was noted that lack of swimming skills jeopardizes young lives. <br /> <br />The Task Force said that expanding and diversifying the programming could increase <br />the use of the existing facility. They offered suggestions on program opportunities. <br />The Task Force’s recommendation to the City Council for consideration was <br /> <br /> Negotiate a new aquatics relationship with the School District <br /> <br /> Unify aquatics management: shared or stand-alone <br /> <br /> Increase programming and marketing <br /> <br /> City budget commitment <br /> <br />CITIZENS COMMENTS <br />Steve McMahon, 8135 Stanford <br />Mr. McMahon asked the Council to consider the Task Force’s recommendations and <br />to work with the School Board to make it possible. <br /> <br />Mary Ann Zaggy, 6303 McPherson <br />Ms. Zaggy noted the safety and health benefits received from having a pool with <br />programs year-round. <br /> <br />Mr. Glickert said he was assured by Clayton of the excellent work the Task Force has <br />done and that the project would be a success as Clayton was not able to handle all of <br />the demand they have for their aquatics programs. Mr. Glickert asked if they have <br />talked to the School Board and was told that they have talked to individuals but not <br />the Board as a whole. He said that he could not think of a better time to collaborate <br />with the school district for this cause. Mr. Glickert congratulated them a very <br />thorough report. <br /> <br />Mayor Welsch asked what would have to happen to make the low-cost changes by <br />fall in the natatorium. Mr. Selipsky noted that many would have to be City initiative to <br />make program changes as they presently have an agreement with the School <br />District. <br /> <br />Mr. Kraft said he agreed with the report in that new and improved programming was <br />needed to make it financially justified. He noted that Centennial Commons plan <br />facilities was done backwards and we are now trying to make programming fit to <br />reducethe deficit. He said if we are to collaborate with the schools they need to make <br />swimming a required course as it once was. Mr. Kraft said as a first step he would <br />like Council to hire a consultant who would report to Council. He recounted the many <br />reasons of the importance of educating both mind and body. Mr. Kraft thanked the <br />Task Force members for their work and it was a very good starting point. <br />4 <br /> <br />
