Mr. Crow thanked the Task Force for all the hard work they had done. He asked that
the Task Force bring their report to the Parks’ Commission for their review and
recommendation.

Mr. Price stated that without full discussion with the school district and the City that
collectively they don’t know what each other is planning. These parties can then
come back and give him more directions. Mr. Price gave an experience of almost
drowning, he had as a child.

Ms. Carr thanked the Task Force for their very hard work. She said working with the
School Board would be ideal. She thanked the Task Force for giving them some low
hanging options and it was something she said they would address.

Mayor Welsch noted that she was asking for still more work but asked if the Task
Force would get on the School Board’s agenda and the Parks’ Commission agenda
to present this final report. She said that she set up this Task Force for two reasons:
first was to adequately provide holders of a pool pass swimming year round
swimming opportunities and secondly she saw too many children clinging to the sides
of the pool because they did not know how to swim in order to participate in the
activities going on in the middle.

The Aquatic’s Task Force final report can be found on the City’s web-site. They
asked the Council to consider funding a portion of the money needed to get started.

2.
Sidewalk Curb Ramp Design is recommended the Engineering Contract be awarded
to HR Green, Inc. for $38,600.

Mr. Sharpe moved to approve the contract and was seconded by Mr. Glickert.

Mr. Crow inquired about the bid process and Director of Public Works/Parks Mr.
Wilson noted it was not a bid price but rather a negotiated price, chosen on
qualifications.

The motion to award contract to HR Green carried unanimously.

3.
Kaufman Park Improvement by replacing all asphalt and concrete paths. Staff
recommended the contract be awarded to the low bidder, Concrete Design, Inc. for
$53,422.85.

Mr. Sharpe moved for approval, was seconded by Mr. Price and the motion carried
unanimously.

4.
Heman Park Athletic Field Irrigation System installation recommended to be awarded
to Professional Irrigation Systems for $122,075.20, of which $46,647.14 was to be
the City’s portion and the Municipal Park Grant Commission’s share would be
$75,428.06.

Mr. Price moved to approve granting the authority to the City Manager to sign the
contract and was seconded by Mr. Sharpe.
5
