O <br /> <br />accept a table of the proposal for another two weeks in order to talk to the staff about some possible <br />alternatives before bringing it back for final approval. Mr. Deutsch agreed. <br /> <br />Mr. Schoomer made a motion to table the site plan proposal for two weeks. Mr. Munkel seconded the <br />motion. The roll call vote went as follows: AYES: Mr. Munkel, Mr. Lieberman, Mr. Schoomer and <br />Mayor Pro Tem Wagner. <br /> <br />AGENDA ITEM #7 - LIQUOR LICENSE - 6269 DELMAR: <br /> <br />Mr. Ollendorff said that a liquor license had been requested by the operators of a new restaurant, Addis, <br />at 6269 Delmar. The new occupant would like to have a beer and wine license. They meet the <br />minimum requirements of the City ordinance, except that the City Council has had a policy of a waiting <br />and watching period of at least six months to determine if applicants, that do not have prior experience <br />operating liquor license restaurants, can operate in a successful manner without the sale of liquor. <br /> <br />The applicant, Mr. Shimeliss Demisay, 6269 Delmar, said that his establishment was a small family <br />restaurant that sits about forty people. They are open seven days a week, 11 a.m. to 10:30 p.m. It <br />would not be run as a bar. Most of his customers would like to have beer or wine with their meals. <br />Most restaurants in the Loop have these licenses except them, so they very much would like to get one. <br /> <br />Mayor Pro Tern Wagner said that it looked like they had primarily a dining business and not primarily a <br />drink business. Mr. Demisay answered in the affirmative. Mayor Pro Tern Wagner thanked Mr. <br />Demisay for his comments. <br /> <br />Mr. Schoomer said for as far back as twelve years or more, it had always been a requirement that a new <br />business operate for a period of six months without the sale of liquor. Mr. Schoomer stated that all of <br />the restaurants in the Loop, that Mr. Demisay cited earlier, had met that requirement. <br /> <br />Mr. Schoomer moved denial of the liquor license application. Mr. Munkel seconded the motion. <br /> <br />Mr. Munkel asked if, in the past, if this was an automatic process of issuing or re-application in six <br />months. Mr. Schoomer said that they have done both, depending on conditions. He believes in this <br />case, given to some of the objections in the Police discovery, that more time is needed to look at this <br />objectively. The applicant can re-apply in six months, if he wishes. <br /> <br />Mayor Pro Tern Wagner thought the motion was a bit harsh. He would prefer a table of the application <br />for six months and a re-application. <br /> <br />All ayes, except for Mayor Pro Tem Wagner who voted NAY. The motion carried three to one. <br /> <br />AGENDA ITEM #8 - GOLF COURSE WEEKEND FEES: <br /> <br />Golf Course staff and the Park Commission have addressed the issue that we get very little golfing <br />activity Saturday, Sundays, holidays and afternoons. The course is usually wide open at these times. <br />The City wants people to use the facilities and in an effort to try and spread the rush of Saturday and <br />Sunday mornings into the afternoon, it has been suggested that rates are reduced in the afternoon. Mr. <br />Ollendorff proposes that this is done by using the weekday rates after 3:00 p.m., which would be the <br /> <br /> <br />
