The Park Commission also suggested the <br />possibility of having a guest for half price promotion in the afternoon. Either way would help, but he <br />feels it would be easier to enforce if the lower rate is offered late in the afternoons, Saturdays, Sundays <br />and holidays. <br /> <br />Mayor Pro Tem Wagner said that the alternate recommendation was developed by the Park <br />Commission's fees sub-committee. <br /> <br />Mr. Munkel moved approval of the City Manager's recommendation of lower rates for a trial period <br />through September. Mr. Lieberman seconded the motion, which carried unanimously. <br /> <br />AGENDA ITEM #9 - SITE PLAN - 6901 DELMAR: <br /> <br />Mr. Ollendorff announced that he has an applicant that is very interested in renting the property at <br />6901 Delmar for church purposes. The use is something that can be approved by the City Council, if a <br />number of conditions are met. The applicant has been advised of the conditions that will have to be <br />satisfied and the applicant agrees to do so. The parking issue will require further discussion. The <br />conditions include that trash collection be limited to daytime hours on weekdays, that transitional yards <br />are to be fully landscaped in accordance with a plan approved by the Planning staff and that signage be <br />approved by the Historic Preservation Commission. The Council also needs to approve, under the <br />ordinance, the use of this property by a tax-exempt institutional occupancy. It does not appear that this <br />property would be off the tax rolls, since the applicant would be a tenant rather than the owner. <br />Perhaps this could be clarified by Council questions. Mr. Ollendorff said that the applicant understands <br />the need to comply with all of our City property maintenance and construction codes. Finally, the most <br />important restriction would be either to meet the off-street parking requirement in the ordinance, of 102 <br />spaces, which is probably not a possibility, or to consider the alternative, suggested by staff, that the <br />total number of occupants of the building be limited to the numbers supported by the approximately <br />fifty parking spaces currently on the site. The applicant has given the Council a letter indicating that <br />they may be willing to limit the occupancy to seventy five. Consultation with the applicant might <br />clarify this issue. If all these conditions could be complied with, then approval could be given. Mr. <br />Ollendorff states that the large amounts of money that has invested in the Civic Plaza, make it very <br />important that a use is not allowed, and he his speaking in general terms of church use rather than this <br />specific user, that permits any variance from the parking requirements. <br /> <br />Mr. Schoomer stated that, since this particular property is a jurisdiction of University Heights # I, that <br />approval from the subdivision trustees should have been sought before it was brought before Council for <br />consideration and discussion. <br /> <br />Mr. Schoomer moved that the site plan for 6901 Delmar be tabled until such time that the applicant <br />can secure permission from the University Heights # 1 subdivision trustees. Mr. Munkel seconded the <br />motion.
