It was reck. mended that a <br />public hearing be scheduled for 7:30 p.m. October 23, 1995, in the Ouuncil <br />chamber to cordier further amending Section 34-102.2 of the Zoning COde by <br />allc~ing, as an alternative to ground floor entryway identification signage <br />for second floc~ businesses in tb~ Delmar Loop, a sign at a level otb~.r than <br />the ground floor for a business with an exterior entryway at that level, such <br />as frc~ a balcony. <br /> <br />PUBLIC HEARING- LICtORLICENSE. 616MCKNIGHT <br /> <br />The City Manager said a public hearing w~s scheduled for this time and place <br />to receive cc~mants on an application fr~ Gallery 616 for a license to sell <br />alcohol by the drink at this banquet facility. ~ applicants have met all <br />legal requirements and approval is recommended. A site plan with a number of <br />conditions attached was approved by Oouncil on May 8, 1995. <br /> <br />Mayor Majerus opened the public hearing at 7:35 p.m. <br /> <br />Mr. Jack Ross, 8424 Gannon, tendered petitions with the names of 63 residents <br />who opposed granting Gallery 616 a liquor license. He said the facility has <br />14,000 square feet, with 280 parking places r~ded for that amount of space; <br />the parking lot b~-~ only 209 to serve all the businesses. He and his neigh- <br />bors felt the overflow would park on nearby residential streets. He read <br />part of a letter frum Dinan-Pollvogt Real Estate Advisors which suggests that <br />overflow parking would be detrimental for area property values. He also said <br />allowing valet parking on Berick (600 block) and Gannon (8500 block) was an <br />improper and ur~onstitional use of public property for private gain. He be- <br />lieved the volume of business would allow a large amount of liquor to be sold <br />there. Also, he felt the limits placed on the number of people in atter~___~_nce <br />would be unenforceable. Allowing ingress/egress to Delmar was also quite <br />dangerous, he s. id. <br /> <br /> <br />
