Oentral, attorney for Gallery 616, noted that only <br />the liquor license application was under consideration, as the site plan was <br />approved several months ago. He said the applicant, David Schwartz, b~-~ been <br />in the catering business for over 18 years with no problems regarding liquor <br />service. Most of his employees have previous experienoe in this area, also. <br />He said Mr. Schwartz could lose his license if he allowed the 100 person lim- <br />it prior to 5 p.m. to be exceeded. <br /> <br />Mr. David Sc~, 5 Sheraton, proprietor of Gallery 616, said the square <br />footage cited by Mr. Ross is incorrect--the total is 8800, with 1200 of that <br />not to be used ~ 1997. This amount requires 176 parking spaces. He said <br />the valet parking is explained in a letter to Council, adding that patrons <br />will be encouraged to exit onto Mc/{night rather than Delmar. <br /> <br />Mr. Jdan Bartin, 8429 Gannc~, said he was sure there will be overflow parking <br />on Gannc~ and Berick f~-~ the sbx~ping center, especially on w~_kends. Since <br />there are few sidewalks, c~ildren and the elderly ~au~t walk in the street and <br />will be in danger from people who my have been drinking at tb~ party center. <br /> <br />Mr. Robert Wood, 1829 Kilmory, Florissant, district manager for Walgreen's, <br />said their lease at the center stipulates that no bars, cocktail lounges or <br /> <br />changed without their approval. He said litigation is already under way on <br />this totter. It was felt patrons of Gallery 616 will use too many parking <br />spaoes, even with valet parking, leaving Walgreen's patrons with no place to <br />park. Mr. Wood presented a petition which objected to a liquor license for <br />Gallery 616, sig~ed by over 40 custc~ers. <br /> <br />Mr. Fred Berger, 120 S. Central, attorney representing Gallery 616, asked to <br />have all documents relating to this matter entered into the record. He noted <br />the general manager at Walgreen's signed the original petition in favor of <br />Gallery 616 receiving a liquor license, and suggested they had no grounds now <br />to change their m~. In addition, all of the center's businesses signed <br />the petition. He said the business will be a high class, upscale facility. <br />Ms. Louise Winstu~, 8687 Barby Tane, Winston's fabrics, said she was not con- <br />~_ so much about a liquor license as about possible parking difficulties <br />for patrons. <br /> <br />Mr. (]larles ~, 222 S. . _~.., believed the original petition was in <br />favor of approving the banquet facility and catering, not a liquor license. <br />He said it was stated the facility was not a bar or restaurant; if correct, <br />under Section 4-18 no dancing is allowed. If it is considered a restaurant <br />or tavern, one park/rig space for every 50 s~,~e feet is required--176, the <br />entire lot. <br /> <br />There were no other requests to speak, and Mayor Majerus closed the public <br />b~_aring at 8:01 p.m. <br /> <br />Mrs. Schuman, noting the site plan approval in May, suggested the banquet fa- <br />cility was an appropriate use in a shopping center and desirable for Univer- <br />sity City. She pointed out that the absence of a liquor license would not <br />prevent patrons from bringing in their own liquor for events. She asked the <br /> <br /> <br />
