<br />Mr. Kraft stated that they were not asking for a vote as they wanted all of Council to <br />have a chance to read it over. <br /> <br /> Mr. Price thanked the City Manager and Police Chief on the crime analysis <br />o <br />received from the Police Department. He would like for the Chief to give a brief <br />presentation or an executive summary because it contained valuable <br />recommendations the public should hear. Mr. Price also suggested the City <br />Manager give a current review on the City’s Nuisance Policy and break it down <br />such as home-owner occupied vs. tenant- occupied and have the attorney review <br />for improvements. Also Mr. Price wanted the City Manager to find out from Federal <br />authorities what would be the procedure of informing them of tenants receiving <br />“Section 8” funding, who are found selling drugs and are involved in criminal <br />activity. Mr. Price also said a request was made during the Economic <br />Development Study Session about getting information on vacant lots that could be <br />developed. He said he would like to sit with Mr. Walker and figure out ways to <br />develop those vacant lots in the northeast corridor. <br /> <br /> Mr. Kraft asked to speak on the good news of the City University City’s Fiscal Year <br />o <br />2012. Preliminary year-end numbers show a surplus of 2 million dollars. He asked <br />how did this happen? <br /> fewer departments, <br /> <br /> more work accomplished with fewer people, <br /> <br /> City departments came in under their budgets – there was a culture change <br /> <br />and departments did not think they had to spend everything in the budget <br />just to spend it. <br />Mr. Kraft would like the Finance Director to go into more detail as to how this <br />budget came in two million dollars less than projected at another meeting. <br /> <br />M. BILL 9161 <br /> - An ordinance amending various sections of Chapter 10, Vehicles and <br />Traffic, to revise various traffic regulations as provided herein. <br /> <br />Mr. Crow moved for approval and was seconded by Mr. Glickert. <br /> <br />Roll call vote was: <br />Ayes: Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe and Mayor <br />Welsch <br />Nays: none <br /> <br />Bill 9161 carried unanimously and became Ordinance 6894. <br /> <br />N NEW BUSINESS <br /> <br />RESOLUTIONS <br />Resolution 2012 – 9 <br />1. A resolution for the authorization of the preparation of the <br />Final Development Plan known as “Washington University – Loop Retail and <br />Student Apartment Development” for the proposal for a map amendment. <br /> <br />Mr. Glickert moved for approval, was seconded by Ms. Carr and the motion carried <br />unanimously. <br />13 <br /> <br /> <br />
