<br /> <br /> <br /> <br />Traffic Commission <br /> <br /> <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br />Henderson asked if adjacent property owners have been notified about this <br />improvement and Mr. Simon explained that discussion with the residents has not <br />taken place yet as his company is trying to obtain conceptual or preliminary <br />approval to ensure that before the process starts, there is support from the City. <br />The idea of this concept is mainly to create a safe environment/neighborhood feel <br />and subsequently stimulate the economic growth of this area of University City. <br /> <br /> <br /> Commissioner Henderson introduced Mr. Lew Prince, business representative of <br />Vintage Vinyl at 6610 Delmar Blvd. Mr. Prince explained how changes to parking <br />availability on Loop South from being free parking to pay parking have impacted his <br />business. His customers regularly complain about the pay parking implementation. <br />Mr. Prince is requesting that the City suspend the pay parking on Loop South while <br />the final Traffic and Parking Study is completed and eliminate the loading zone <br />behind 6610 Delmar Blvd building. Mr. Prince explained that in 1990 then-City <br />Manager Frank Ollendorff agreed to remove the Loading Zone directly behind this <br />building. Commissioner Henderson requested that Mr. Prince present this request <br />to the City Council for their review, and if the Council considers that this needs to be <br />revisited by the Traffic Commission, and then it will be reviewed again. <br /> <br /> <br />1. Approval of Minutes August 8, 2012. <br />The minutes of the August 8, 2012 were moved for approval by Commissioner Gingrich, <br />seconded by Commissioner Brot, and unanimously approved. <br /> <br />2. Request to remove parking in front of 505 North and South Rd <br /> <br />Commissioner Henderson presented the request and asked Mr. Loy Ledbetter to present <br />his request to allow parking on the west side of North and South Rd between the driveway <br />for 505 North and South and the Clayton City Limits, for about 40 ft. (two car lengths). <br /> <br />Currently there is a parking restriction at the requested location in place to allow visibility <br />for residents driving from the 505 North and South private driveway to access North and <br />South Rd northbound. Mr. Ledbetter provided a sketch showing the ability for vehicles <br />exiting the private driveway to have an open sightline across the sidewalk and tree lawn <br />areas of upcoming traffic driving northbound from Kingsbury Ave on North and South Rd <br />even when the parking restriction in question is lifted. This request to remove the parking <br />restriction will reduce or eliminate the sight distance at the time of the critical decision <br />making for residents exiting through the driveway and it could represent a traffic safety <br />hazard. Mr. Ledbetter stated that the visibility would not be blocked if cars were to be <br />allowed to park in the currently restricted area. <br /> <br />Commissioner Wofsey asked for the number of the units in the building and if all the <br />residents knew about this petition. Mr. Ledbetter explained that he talked to the board of <br />directors about this request and they agreed with the petition.
